Troy Wallace was an alcoholic spending 10 days in jail for disorderly conduct in 2004. During his stay at the jail, in Ketchikan Alaska, Wallace was suffering an Alcohol withdrawal. During this Withdrawal Wallace was left untreated for 48 hours. Typically inmates are treated as soon as they arrive at the correctional facility. Troy Wallace's condition worsened within the 48 hours he was left untreated. Wallace eventually went into a state known as delirium tremens which requires immediate hospitalization. Wallace eventually passed away by the time he received medical attention

Troy Wallaces mother filed the case stating that medical staff and officers failed to respond adequately to his condition and settled on $573,000.
