- If an LEA has a change of point of contact (POC), fill out the form at this link to be added as a User.
- The POC (typically the Bilingual/ESL director) or other District Level Users, needs to add the new Users by following the steps found at this link.

Annual LPAC Framework Training:
TEA division of English Learner Support will be rolling out LPAC Framework trainings differently this year than it has in the past.- TEA will be releasing six 30-minute video modules, with one module for each section of the framework.
- LEAs will be able to access these modules directly from the TEA web portal without having to go through their ESCs for the training.
- The web-based training will be rolled-out in phases with the Introduction and Identification modules to be finished by mid-September. Subsequent modules will follow and will be released as soon as they are available.
- Prior to the release of the web-based training, utilize the 19-20 training materials. https://www.txel.org/lpac/
- Continue using current forms, including HLS, until the revised forms are released.
- 20-21 LPAC Year-At-A-Glance ESC Region 11 Support https://www.esc11.net/Page/8461
HLS Questions:
- Continue using current HLS suggested form until the new form is updated.
- LEAs may revise the HLS on their own to match updated language in 89.1215.
- Do not administer a new HLS if the old version had been used previously for that student.
- Use Trex for transfer of documentation
PEIMS
Reclassification:
- Effective on the first day of the 2020-2021 school year. LEP/EL Indicator Code changes from LEP/EL (1) to Monitor Year 1 (F).
- PLEASE NOTE: IF STUDENT(S) HAVE NOT BEEN RECLASSIFIED AND UPDATED IN PEIMS BY OCTOBER SNAPSHOT, STUDENT(S) REMAIN IN PROGRAM AND MUST RECLASSIFY AGAIN.
Exit:
- Effective on the first day of the 2020-2021 school year if parental approval of exit is received on or before the first day of school.
- Effective on the date of parental approval of exit if received after the first day of school.
- If student is continuing program participation after reclassification, Parental Permission Code indicates program continuation (G).
Alternative Language Program Codes:
- Alternative Language Program and Parental Permission codes can be changed throughout the year if the teacher becomes appropriately certified.
- However, the funding is tied to the BE/ESL Funding Code, which is reported in the summer.
- So, the LEA will report the appropriate funding codes to match the program and permission codes according to each reporting period.
