POLICY UPDATES: Here is a brief synopsis of each policy change. If interested, you can also view the full policy by clicking the title.
F-01 Sexual Harassment of Students
Due to the recently revised U.S. Department of Education Title IX rule which became effective August 12, the attached policy was revised accordingly. A new companion regulation at F-01-R1 (below) will designate the updated process for handling complaints.
In light of more wide-spread virtual instruction, this policy was updated to clearly indicate that bullying is prohibited in virtual settings. Further, a definition for "electronic communications" was added in reference to the bullying state statute.
While not required to maintain strict compliance of student uniforms in virtual learning, students are still expected to dress appropriately. Students are not required to wear polos and khakis for virtual learning.
F-25 Wireless Communications Devices (to be renamed Electronic Communications Devices)
A terminology update will accompany removal of language prohibiting students from using such devices during the school day as our district is expected to be 1:1. Additional revisions remove the guidance to confiscate devices which can quickly turn into theft for well-meaning administrators or teachers.
F-26 Internet and Other Networks Acceptable Use (to be renamed Internet and Other Networks Responsible Use and Safety and renumbered to Policy I-28).
Per Eric Hileman's request, this was a complete overhaul to change acceptable use to responsible use but also to clarify our internal safety processes.
I-09 Online Instruction (to be renamed Virtual Instruction)
Following our Oklahoma State Board of Education recent rules on virtual learning as well as the Oklahoma State Department of Education’s Return to Learn guidance, Policy I-09 aligns our terminology towards virtual as opposed to online or internet instruction. Several changes were required in this policy, most notably, equitable access, devices, and connectivity.
Note: Regulation I-09-R1 will be revised next.
OKCPS REGULATIONS:
Regulations are Administration’s guidance on process and procedure in conjunction with board policies. Several regulations have been updated or created to comply with law while others were necessary as we continue to adapt to our current circumstances caused by the pandemic. The following regulations have been updated or created in recent weeks to provide staff, families, and students guidance:
D-02-R1 Disposal of Surplus Student Electronic Devices (NEW) - As OKCPS goes 1:1 with student devices, it is necessary to determine how to legally and properly dispose of devices at the end of their normal life cycle of about 4 years.
D-09-R1 Facilities Use (updated) - update to include COVID-19 statement of no use by outside groups through Dec 31, 2020. Clarification of facility user (versus renter/lessee).
F-01-R1 Sexual Harassment of Students Complaint Procedures (NEW) - companion regulation for updated Policy F-01; sets out the new complaint procedures in conjunction with new USDOE Title IX rules.
F-03-R1 Student Attendance (updated) - Sweeping changes to provide for attendance and absences for virtual learning and to update in accordance with recently approved Oklahoma State Board of Education rules.
F-03-R2 Attendance Regulation (K-6th) (Delete and replace) - Deletion of this regulation as applicable language was incorporated into the updated F-03-R1 (above); Replace and reuse this regulation number to become Medical Exemption Review Committee regulation to encapsulate new medical exemption review committee for students who cannot attend due to medical issues (i.e. COVID-19).
F-07-R4 Contagious and Life Threatening Diseases (updated) - update to include COVID-19 as contagious and life threatening disease.
F-17-R2 Athletics (updated) - In compliance with a new state law called the Riley Boatwright Act, OKCPS will work with local medical providers to make a plan for athletic events or activities.
G-13-R1 Staff Safety Measures Regarding Global Pandemic COVID-19 (NEW) - memorializes our expectations for staff to self-screen, wear a mask, and social distance themselves from others.
G-32-R3 Teleworking (NEW) - Provides for flexible work arrangements necessary for health and safety situations.
G-42-R1 Sick Leave (updated) - This regulation was updated to align the sick leave cap to 201 days (was 200 days) matching what is already in place in CBAs for other employee groups.
I-23-R1 Enterprise Schools(updated) - This regulation governs the enterprise schools, which includes (list), and is incorporated into each school’s contract with its sponsoring incorporated board. Enterprise schools have educational autonomy in how it implements educational programs.
