MSHSL Representative Assembly Information
The Representative Assembly delegates will vote on two proposed amendments at the Representative Annual Meeting. The meeting is scheduled for 9 a.m. on May 9, 2023, at the Minneapolis Marriott Northwest. During this meeting, the Assembly will abide by the MSHSL Constitution and review League activities, finances and review proposals in caucuses and act on proposed bylaw amendments.
The Representative Assembly is the legislative body of the MSHSL, consisting of 48 members, and is responsible for creating and amending bylaws. Membership consists of three delegates appointed from each of the sixteen administrative regions. At least nine of the sixteen Administrative Regions must vote in favor of a proposed amendment to move it forward to the Representative Assembly for consideration. In addition, the MSHSL Board of Directors has the ability to move a proposed amendment directly to the Representative Assembly by a two-thirds or greater vote.
The following proposed bylaw amendments will come before the Representative Assembly at the meeting:
Bylaw 506/511/514/515 Adapted Athletics Co-Educational
- The proposed amendment creates a separate bylaw for adapted athletic programs that would best meet the needs of the sports and student-athletes and provide seasons that better allow for multi-sport participants.
- The authors of the proposed bylaw amendment have worked closely with, and are fully supported by, the Minnesota Adapted Athletics Association and the MSHSL Board of Directors.

- The proposed amendment will sanction Boys Volleyball as a fully interscholastic sport beginning with the 2024-2025 school year.
- The MSHSL Board of Directors reviewed the 2022 Representative Assembly decision and called an Adoption Task Force.
- The Board approved the task force's recommendation for an Emerging Status process and also approved Boys Volleyball to enter emerging status for 2023-2024. The Board moved the Boys Volleyball proposal directly to Rep. Assembly with unanimous support for approval.

Annual Requirements for Member Schools
Activities Directors will receive this information on Monday, May 8, 2023
- Register for all of your schools 2023-2024 sports and activities
- Boys Volleyball registration includes postseason and insurance
Participation Numbers
- Non-duplicated numbers for males and females in MSHSL Activities by grade
- Number of participants in each activity
Resolution for Membership
Information will be shared with Activities Directors asking them to work with superintendents and heads of school to complete the Annual Resolution for Membership. This is a Board Action item for your school.
