It means that he can't inspire someone to love someone else, he is going to cause fear to everyone.

don't let what we look like on the outside define who we are on the inside.

The monster is very miserable because of the way he looks. He wants him to make someone else just like him so he can have someone that wont run away and get scared cause of the way he looks.
