10. BUSINESS AND FINANCE

Referendum Bond Sale
That the Board of Education approve the "Resolution providing for the issue of not to exceed $62,000,000 General Obligation School Bonds of the District for the purpose of paying certain costs of those capital projects approved by referendum at the June 28, 2022, general primary election, providing for the levy of a direct annual tax sufficient to pay the principal and interest on the bonds, and authorizing the proposed sale of the bonds to the purchaser thereof."
At the August 9, 2022 Board of Education Meeting, Elizabeth Hennessy from Raymond James, the District's municipal advisor services firm, presented updated information regarding the proposed referendum bond sale. The recommendation was to split the sale of the $75 million in bonds.
The District received a triple A bond rating from Moody's Investor Services on August 17, 2022. The reason for the initial sale of $62 million is because some investors may want discount bonds. This will result in $60 million in bond proceeds. The District projects that the remainder of the $75 million in bonds approved through the referendum will be sold in 2025 when needed.

Architect Agreement
That the Board of Education renew the Standard Form of Agreement with STR Partners for Architect services.
This renewal presented to the Board of Education by Director of Facilities Management, Ryan Schulz was to update the Standard Form of Agreement between District 25 and STR Partners for architect services for various construction projects that the District may undertake, including additions, renovations and yearly capital projects.

Construction Management Company Agreement
That the Board of Education renew the Standard Form of Agreement with Nicholas and Associates, Inc. for Construction Manager as a Constructor services.
This renewal presented to the Board of Education by Director of Facilities Management, Ryan Schulz was to update the Standard Form of Agreement between District 25 and Nicholas and Associates, Inc. for Construction Manager for various construction projects that District 25 may undertake, including additions, renovations and yearly capital projects.

Engineer Agreement
That the Board of Education renew the Agreement for Services for Erikkson Engineering to provide Civil Engineering Services for Arlington Heights School District 25.
This renewal presented to the Board of Education by Director of Facilities Management, Ryan Schulz was to update the Agreement for Services with Erikkson Engineering to provide civil engineering for associated projects related to site and construction projects for Arlington Heights School District 25. This renewal was to update the agreement to prepare for the upcoming potential addition and site projects within District 25, and to ensure both parties are in agreement with the terms and services covered under their agreement.

That the Board of Education approve the following staff handbooks for the 2022-2023 school year as submitted:

- Guest Teacher Handbook
The Department of Personnel & Planning has completed their annual review of the different employee group handbooks. Assistant Superintendent of Personnel & Planning, Dr. Brian Kaye, presented the Board of Education with the updated handbooks at this meeting.

Guest Teacher Incentive Pay
That the Board of Education approve the Guest Teacher rate increase as presented.
It is widely known that there is a substitute/guest teacher shortage in the state which makes attracting and retaining the available substitute teachers all the more difficult. In an attempt to retain the quality substitute/guest teachers who have worked for the District, attract more talent in the area to become substitute/guest teachers, and be more competitive in a challenging labor market, Assistant Superintendent of Personnel & Planning, Dr. Brian Kaye, presented the Board with the following pay increase for substitute/guest teachers.
The previous daily rate was $112 per day. The rates are as follows (retroactive to August 15, 2022):
Level 1 = $128 per day for daily substitute assignments in random assignments
Level 2 = $138 after 20 cumulative days
Level 3 = $150 after 40 cumulative days
Level 4 = $160 after 60 cumulative days*
*Any substitute/guest teacher that works for 60 days in a given school year will start the following year at the level 4 pay rate.
