Distance Learning for All
May 21, 2020
I want to begin by thanking the community for passing Bond Measure 3-559! We greatly appreciate that voters continue to trust and invest in our students and schools. Schools are at the heart of a community, and that has never been more apparent than during this global pandemic.
These bond dollars will allow us to update our aging facilities, create safe and secure learning environments for our students, and improve our technology and infrastructure.
We appreciate your trust. It is an honor that we will repay by improving our facilities so we can best serve all students in safe and secure schools.
I want to thank the Bond Development Committee who spent several months evaluating the district's facility needs and prioritizing projects in order to make a recommendation on the bond package to the Board of Directors. The work of this committee was instrumental in the successful passage of the bond.
We are looking forward to the next stages in this process and will continue to involve the community as we move forward. Again, thank you for your continued support!
Yesterday, the state released its revenue forecast for the next fiscal year. This forecast informs state leaders about anticipated tax revenue, which is a large part of how schools are funded. These dollars make up the largest part of the State School Fund, which is allocated to local districts by the Oregon Department of Education. State School Fund dollars make up our local "general fund," which pays for our operating costs.
General fund dollars and bond dollars are two completely different funding sources. The district can only use bond funds for the projects outlined in the election: safety and security improvements, classroom and technology improvements, and maintenance and construction. Bond dollars are NOT used to pay teachers and staff, or to fund benefits or retirement.
The state revenue forecast indicates that districts around the state will be facing budget shortfalls for the 2020-21 school year. As unemployment rates rise and business revenue falls, there are fewer tax dollars collected for the State School Fund. We are working within the parameters of this shortfall as we build our budget for next school year. We will do everything we can to maintain our current service levels for the 2020-21 school year.
While we continue to navigate this challenging time together, I want to take a moment to acknowledge how far we have come. When we abruptly left school and had to transition to a Distance Learning model within a week, we upended the traditional educational model. Our staff jumped into action, adapting classroom lessons into packets and Google Classroom assignments. As the weeks progressed, our teams found ways to improve these materials. We provided online supplemental resources for students who wanted bigger challenges. Now, we are working with our staff to continue to build their skills around online learning, video production, and further adapting standards-based work into content students can learn outside of the classroom.
Our technology team has worked tirelessly to provide devices, internet access, and support for Distance Learning. They leveraged partnerships, used creativity, and approached their work with equity at heart. This summer, this work will continue as we strive to provide a device for all students and to ensure they have reliable internet connectivity. I am grateful for the ingenuity of our technology team.
We also appreciate the teamwork between the Teaching and Learning and Technology Departments. They've been working closely with our district's Technology Advisory Committee to maximize Distance Learning opportunities for all.
The transition to Distance Learning hasn't been flawless, but we are making steady improvements. We appreciate your patience as our staff builds their skills and capacity in this new learning model. We're grateful for the flexibility and resiliency of our students and families.
Thank you for all you're doing!
