Highlights from the August 27, 2019 Meetings

Refunding of Existing Bonds
Corbett Elsen, Chief Financial Officer, presented an update regarding refunding possibilities for the District’s existing bonds. (The District is not pursuing a new bond campaign.) He gave an overview to show interest rates, credit ratings, refunding options, and next steps. The summary projects taxpayer savings of between $3-4 million depending on a variety of factors including taxable vs. tax-exempt refinancing. Staff will bring a recommendation and Resolution to the Board at the September 10 meeting.
Discussion and Review of Godbe Research Survey Presentation
Mr. Elsen introduced Mr. Charles Hester from Godbe Research, who presented the results of a recent public perception survey of the Tam District and possible support for a renewed parcel tax. The key findings showed a favorable opinion in the majority of voters surveyed. Given the survey findings, TBWB and Godbe Research recommend that the Tamalpais Union High School District continue the process to prepare for a March 2020 parcel tax measure election. No action was taken at this meeting, but the Board will continue to explore the possibilities.
Public Hearing of Sunshine Articles
TUHSD Administration and the Tam Federation of Teachers (TFT) are preparing for the start of 2019-20 negotiations. TUHSD presented Articles from the contract, and asked for public input. There was no public comment. The TFT will sunshine their Articles in a Public Hearing at the September 10, 2019 Board Meeting.
