Routines Become Habit, but Wait, There's More
Looking at page 218 in CHAMPS outlines what it takes to communicate expectations for student behavior in response to your attention signal. You will see such a calm gradual release to achieve a quick response to your attention signal. Then there comes a time when corrective feedback is given, followed by a warning to the class that you will begin implementing a consequence for not paying attention to the signal.
Notice, the steps here. Teaching, positive feedback, teaching, giving corrective feedback, teaching, warning that a consequence is coming for non-compliance, followed by consequences, as needed. Consequences do not need to be big. It should fit the misbehavior. In this example, redirection with a consequence of walking for 3 minutes of recess may be all that is needed to change future behavior.
When I found myself frustrated and realized the problem was me, I owned up to it. I met with my class on the carpet and I let them know that I needed to do a better job of leading our class. We reviewed our expectations, we discussed areas for improvement, I promised more positive recognition of behaviors that meet expectations, and I shared that I would give corrective feedback to students when expectations weren't met. Of course after a few days I still had a couple students whom this didn't work for and consequences were necessary. The consequences helped students draw the line of what was and wasn't tolerated in relation to the desires and expectations of our class.
If you feel that your students are not responding to the desired expectations, look at how well you are communicating your expectations and ask yourself whether or not your students know what you will accept and will not accept, all for the betterment of the whole class.
