Board and Town Manager Recognize Town Clerk Staff & Election Workers Ms. Casavant commented on the closure of the Town Hall two days before papers were due for those running for the election, which started off the difficulties of this election due to COVID-19. The Board commented on the large amount of mail-in ballots (about 16,000) and protocols for COVID-19 safety and thanked the Clerk's staff for working long nights. Ms. Wright also thanked her staff and mentioned the volunteers that helped with the elections. | Quarterly Financial Review Mr. Mizikar reviewed a PowerPoint presentation regarding the financial conditions of the town for the current fiscal year which detailed revenues, expenditures, and looking forward. Mr. Mizikar detailed some key contributing sources to local receipts for Quarter 1 of FY21. Landfill revenue is under agreement for a lower payment for FY20 due to overpayment for FY19. Mr. Mizikar presented a proposed timeline for the FY2022 budget. The Board discussed the impacts, uncertainty and variability due to COVID-19. | Centech Park North - Sale Pending In accordance with a vote at the Special Town Meeting held on September 9, 2002 and Chapter 493 of the Acts of 2002, the Board voted to authorize the sale and conveyance of certain parcels of Town-owned land located in Centech Park North to the Shrewsbury Development Corporation, pursuant to the terms of a proposed Land Disposition Agreement. Mr. Mizikar briefed the Board on the history of the land. The Shrewsbury Development Corporation has been in negotiations with an entity for several months. The agreement is subject to a reversion clause if the current negotiation does not come into fruition. The land would then be transferred back to the Board of Selectmen. |

Highlights
Tax Classification Hearing for FY2021 Members from the Board of Assessors appeared before the Board to propose a single tax rate of $13.19 per thousand valuation. After a presentation made by Chris Reidy, Principal Assessor, the Board voted to adopt a single tax rate with a residential factor of one, with no CIP shift. | Open Space and Recreation PlanThe OSRP Committee and CMRPC presented a PowerPoint Presentation to the Board of Selectmen regarding the updated Open Space and Recreation Plan. After Mr. Cahill clarified some questions from the November 10th meeting, the Board unanimously supported its submission to the Massachusetts State Department of Conservation Services. | Snow & Ice Services for Private Ways & Subdivisions The Board reviewed a memo from DPW Director Jeffrey Howland and voted to provide snow & ice services to maintained private ways pursuant to MGL Chapter 40 Section 6C. The Board also voted on winter maintenance of unaccepted subdivisions streets which is to be plowed and maintained by the subdivision developers pursuant to Board of Selectmen Policy 16. |

Open Space and Recreation Plan
The OSRP Committee and CMRPC presented a PowerPoint Presentation to the Board of Selectmen regarding the updated Open Space and Recreation Plan. After Mr. Cahill clarified some questions from the November 10th meeting, the Board unanimously supported its submission to the Massachusetts State Department of Conservation Services.
