The new school year is just around the corner. As I write this, I’m working on my list of things to do at my assigned elementary school: The list gets long, but to put it all in perspective and to save me valuable time, I always turn to NASN and their comprehensive “Back-To-School Toolkit,” http://www.nasn.org/ToolsResources/BacktoSchoolToolkit. They provide an abundant variety of resources at my fingertips, including school nurse and family checklists, student and professional nursing resources, continuing education opportunities, and so much more.
I encourage you to read the article in the NASN July 2015 issue Framework for the 21stCentury School Nursing Practice. According to NASN Director of Research, Erin Maughan, PhD, MS, RN, APHN-BC, “NASN needs YOUR feedback about the developing framework for 21st Century School Nursing Practice. School nursing has changed over the years to meet the complex healthcare needs of a diverse student population. Public health agencies view schools and education agencies as important partners in protecting children and adolescents from health threats. Sharing data between schools and public health agencies may, in some instances, be the only realistic and reliable method for getting the information necessary to conduct public health activities, such as tracking immunization rates. Federal privacy protections for student education records have created confusion and difficulties for public health efforts to conduct ongoing and emergency public health activities in schools. This document compares key aspects of the Family Educational Rights and Privacy Act (FERPA) and Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule related to the use and disclosure of information. The following chart provides only a snapshot of the rights, duties, and limitations imposed by FERPA and HIPAA. The Inter-agency Task Force for Children with Special Needs, supported by the Texas Health and Human Services Commission, has launched a new website — NavigateLifeTexas.org — to help families who have children with disabilities and special health care needs. The site is available in English and Spanish. More on the new website.

SB66 relating to the use of epinephrine auto-injectors at school
SB 66 Sec. 38.208. MAINTENANCE AND ADMINISTRATION OF EPINEPHRINE AUTO-INJECTORS. (a) Each school district and open-enrollment charter school may adopt and implement a policy regarding the maintenance, administration, and disposal of epinephrine auto-injectors at each campus in the district or school.
Sec. 38.210. TRAINING. (a) Each school district and open-enrollment charter school that adopts a policy under Section 38.208(a) is responsible for training school personnel and school volunteers in the administration of an epinephrine auto-injector.
(b) Training required under this section must:
(1) include information on:
(A) recognizing the signs and symptoms of anaphylaxis;
(B) administering an epinephrine auto-injector;
(C) implementing emergency procedures, if necessary, after administering an epinephrine auto-injector; and
(D) properly disposing of used or expired epinephrine auto-injectors; and
(2) be provided in a formal training session or through online education and be completed annually.

Update on 2015-2016 Texas Minimum State Vaccine Requirements for Students Grades K-12
The 2015-2016 Texas Minimum State Vaccine Requirements for Students Grades K-12 have been released and can be found here. As legislatively-mandated by §97.63 of the Texas Administrative Code (TAC), the immunization requirements for Texas students have been updated. No new vaccines are required for the upcoming school year.
Please disregard previous versions of the 2015-2016 Texas Minimum State Vaccine Requirements for Students Grades K-12. We apologize for any inconvenience.
