ROAD CONSTRUCTION
TO: Parents of Turrill students
FROM: Principal, Robert Downey
DATE: September 22, 2016
RE: Oak Street Resurface and Water Main Project
I would like to inform our Turrill community that starting Monday, September 26, 2016, the City of Lapeer will be closing Oak Street to daily traffic until November 11, 2016.
The City of Lapeer will begin a project to resurface the street and replace a 12” water main on Oak Street from Turrill Avenue to McCormick Street. During the project Oak Street will be closed to normal traffic.
The City has advised us to have all school traffic use Summit St. off of M-24 to access our Turrill west parking lot/drop-off. The city will maintain open our driveway entrance from Oak street during construction. (Please see enclosed map for traffic flow.)
We are requesting all of our Turrill community members to enter our west parking lot from Summit St, off of M-24. Then continue around our parking lot and exit school grounds onto Elm st, making a right hand turn only to keep traffic flowing. Proceed east to Madison St, go north on Madison to Turrill Ave. to exit the neighborhood. Following this traffic flow pattern will give our school the least amount of traffic issues possible during this period of construction.
We appreciate everyone’s cooperation on this matter.

Third Grade Reading Bill Goes To Snyder
Legislation designed to improve the number of students reading at grade level when they complete the third grade is on its way to Governor Rick Snyder after final approval today from the House and Senate.
HB 4822 contains provisions for interventions for students struggling to read and would require the retention of students for another year of third grade if they were failing to read at grade level unless their parent successfully appeals or the pupil demonstrates reading proficiency through other means.
The compromise heading to the governor’s desk is similar to the original Senate-passed version with its various potential exemptions enabling a student to advance to the fourth grade even if they were not at third grade reading level – but with one big change.
The compromise drops the exemption that would have allowed a student’s principal and reading teacher to advance the student if they agree other evaluations of the pupil’s skills demonstrate he or she is academically prepared.
A provision allowing a parent to apply for a “good cause” exemption to the school district’s superintendent remains in the bill as is another mechanism allowing the student to show third grade reading level on an alternative assessment approved by the superintendent of public instruction or demonstrate that reading level through a portfolio.
The bill passed the House 60-47 with three Democrats voting yes and five Republicans voting no. The Senate passed it 25-10.
Gongwer News Service will have more on this story in today’s Michigan Report.
