Coronavirus (COVID-19) Information
Town Hall has reopened to the public, without the need for an appointment.
An advisory from the MA Department of Public Health (MDPH) has been issued for non-vaccinated and fully vaccinated people to wear a mask in public indoor settings in areas of substantial or high transmission.
Shrewsbury, Worcester County is now categorized as “Substantial” level of community transmission. Therefore, all employees and visitors in all municipal buildings are required to wear a face mask.*
*Exemptions from the Mask Requirement: Those with medical and other eligible conditions.

DPW: PAYT Bags Contest & DPW Logo Design Contest
The two contests will be running through September 30, 2021.

SELCO: Carbon-Free Power by 2032
Christopher Roy, SELCO General Manager, discussed SELCO’s goals to evolve and stay responsive to the community, stay on track with State objectives, and to be a leader in the utility space. The latest power supply policy is their attempt to achieve those goals and it is their way to address climate advancement and net-zero emissions. Mr. Roy discussed the roadmap of the power supply policy. The 2020 baseline for SELCO is 37% carbon-free power and the 2021 goal is 45% carbon-free power. They will increase their carbon-free percentage by 5% each year, with 100% net-zero by 2032.
This plan balances the fiscal responsibilities they have to provide to the people that utilize their services and meeting the regulatory guidelines. They have entered into agreements to accelerate their energy procurements and participating in certificate exchanges to retire RECs. Mr. Roy noted the States 2050 goal is reach net-zero carbon-free power and if all towns and cities are trying to do that at once it will be an uphill battle. In order to implement other renewables in other sectors, like electric vehicles or heat, it will be necessary to have a net-zero foundation to do so.

Centech Park North Project
The Board also recognized the concerns of the residents in the area and they do not want to sound indifferent towards the neighbors. The Board discussed how there is also support within that neighborhood as well and they just need to be sensitive and considerate of the neighborhood’s needs during the process. The Board voted to call for a Special Town Meeting, Monday, October 18, 2021 at 7:00 PM, location TBD.
The following dates for actions proposed relative to the Special Town Meeting are Tuesday, August 24, 2021: Board of Selectmen Call for Special Town Meeting, Thursday, September 2, 2021: Planning Board Public Hearing, Tuesday, September 7, 2021: Department Head Warrant Article Proposals are due to the Town Manager, Tuesday, September 14, 2021: Board of Selectmen Reviews Draft Warrant, Thursday, September 16, 2021: Regular Finance Committee Meeting, Tuesday, September 21, 2021: Deadline for submission of Citizen Petitions to the Town Clerk, Tuesday, September 28, 2021: Board of Selectmen Sign Special Town Meeting Warrant, Thursday, October 7, 2021: Planning Board Public Hearing for any proposed Zoning Bylaw Changes (if necessary), Friday, October 8, 2021: Memorandum distributed to Town Meeting Members, Thursday, October 14, 2021: Finance Committee Public Hearing on Warrant Articles, and Monday, October 18, 2021: Special Town Meeting, (Location TBD), 7:00PM.
New Appointments SCC, AHT, and ZBA
The Board voted to appoint Ms. Barbara Luby to the Shrewsbury Cultural Council to fill a three (3) year term.
Affordable Housing Board of Trustees Appointments:
The Board voted to appoint Stephen Trotto and Beth Shea Bryant to the Affordable Housing Board of Trustees for a one (1) year term.
The Board also voted to appoint Hector Cruz to the Affordable Housing Board of Trustees for a two (2) year term.
Zoning Board of Appeals Appointment:
The Board voted to appoint Ann Refolo to the Zoning Board of Appeals to fill a term expiring March 31, 2022.
