A Message from Dr. Kevin Jauch
Deep breath in (1, 2, 3, 4, 5, 6), long exhale (6, 5, 4, 3, 2, 1), repeat as often as necessary until calm. This is the last newsletter of 2020-2021 school year. The more I say “last of the 2020-2021 school year” the calmer I feel.
I want to thank all of you for your tremendous effort over the last 15 months. You have been reactive and proactive, creative and collaborative, and a source of strength and stability for children and the entire community. You should be proud of what you accomplished!
I don’t know what next fall will bring, but I am confident based on what I witnessed this year that the North Cook educational community will be ready. Please take some time for yourself over the summer months to refresh and recharge. You deserve it!

Dr. Kevin Jauch, 2021 Superintendent of Distinction
Our very own North Cook Regional Superintendent and Executive Director Dr. Kevin Jauch was recognized by the Illinois Association of School Administrators (IASA) as a 2021 Superintendent of Distinction and honored at a luncheon in Springfield on May 5th.
Kevin was nominated for supporting the 39 school districts and two special education cooperatives within the North Cook ISC region during the pandemic and has "helped broaden the regional office’s professional development catalog to include nationally and internationally renowned presenters, in-person and virtual offerings, as well as customized in-district opportunities," according to the IASA press release.
“To be recognized by my peers in the North Cook region is a tremendous honor,” said Jauch, a 29-year veteran educator and regional superintendent for two years. “I feel privileged every day to work with and support such talented, dedicated, passionate educators.”

Licensure News
2021 License Renewal season is open until 8/31/2021. We encourage educators to renew their licenses at their earliest convenience. To renew a PEL, make sure your PD hours are fulfilled, or if not active (working in a private schools or non teaching field but willing to keep PEL active) or retired, appropriate employment status is listed in ELIS. Paraprofessional and substitute license holders are automatically exempt from PD hours. License renewal resources can be found on the NCISC website .
Over the next few years, we will enter educator Previous Qualifications into ELIS. A previous qualification is identified as teaching a subject for which they do not hold an endorsement but were considered qualified to teach previous to July 1, 2004. By July 1, 2025, no teacher may be assigned to teach a subject unless they either hold an endorsement or have had a previous qualification identified in their ELIS account. Because this is a new requirement, we are in the process of determining the most efficient way to handle this. More information will be forthcoming soon.
Part 1 Rule Changes Finalized
1.780 - Standards for Bilingual Education Programs - Clarifies that a specific content area endorsement is also required (in addition to the bilingual education endorsement) on a PEL.
1.781 - Requirements for Bilingual Education Teachers - Allows the state seal of biliteracy to be used in lieu of the test to earn the bilingual education endorsement (allows flexibility for individuals who are fluent in the language sought.)

McKinney-Vento Students' Rights
Looking forward, we would like to remind you that ISBE requires all school staff to be trained on the rights of students eligible for McKinney-Vento services prior to the start of and throughout the school year. A clear plan and timeline for training should include strategies to address trauma that homeless students may experience. These videos may be utilized as part of the training:
