Senate Bill 15 Overview
Category: REMOTE LEARNING
Senate Bill 15 (SB 15) was sent to the Governor to be signed into law on September 1, 2021. Upon the Governor’s signature of the bill, local educational agencies (LEAs) may receive full ADA funding for students who attend local remote learning programs at any point during the 2021-22 school year if that remote instruction meets the requirements set by SB 15. Of equal importance: No LEAs are required to offer remote instruction.

Final 2019 College, Career, or Military Readiness Outcomes Bonus Listing
The Final 2019 Annual Graduates College, Career, or Military Readiness Outcomes Bonus (CCMR OB) Student Listings and explanatory materials are now available in the TEA Login (TEAL) Accountability application. This listing is considered final and will be used by the State Funding Division to settle up fiscal year 2020–2021 CCMR OB funding. Please note that the data in these reports are confidential.
The Summary of Finance (SOF) reports will display the count of annual graduates in excess of the thresholds adopted in the Texas Administrative Code, Section 74.1007 for the three cohorts: annual graduates who are educationally disadvantaged (economically disadvantaged), annual graduates who are not educationally disadvantaged, and annual graduates who are enrolled in a special education program.
The Preliminary 2020 Annual Graduates CCMR OB Student Listings are scheduled to be released by December.

Extra and Co-Curricular Project
The Extra and Co-Curricular (ECC) project was enacted by the 85th Texas Legislature to study the feasibility of incorporating student participation in ECC activities as part of the campus and district performance evaluation process. The ECC Advisory Committee, comprised of more than 30 district, community, and organizational representatives from across the state, was established to review existing research and explore options. Since fall 2019, the committee has developed an initial list of possible indicators and gathered limited data from the 2019-20 and 2020-21 school years. Studying ECC participation is a first step to better understanding current levels of access, expanding definitions of student performance, and increasing awareness of the impact of ECC activities on student development.
As schools are returning to more typical levels of operation this year, the ECC committee is seeking additional districts to participate in a voluntary collection of student extra and co-curricular data during the 2021-22 school. Resources are available to assist districts with the data collection process, or districts may use their own systems. Gathering data from an increased number of districts representing a range of district types helps ensure the data collected provide an accurate picture of student participation across the state.

September 15: Acceptable rating request and appeal of consecutive years system opens in TEAL ACCT
By October 15: Districts submit the 2021 alternative evaluation request for eligible campuses in TEAL ACCT
October: Additional remote vs. in-person STAAR data released in TEAL ACCT and on public sites
Fall: TAPR HTML updated on a rolling basis as data are processed
Late November: TAPR PDF released
2021-2022 Program Monitoring - Random Validations Overview Virtual Training
The FPC Division will be conducting a training for LEAs, ESCs, and the general public to provide an overview of the 2021-2022 Program Monitoring – Random Validations Process on Monday, September 27, 2021, from 9:00 – 11:00 a.m. (CST). Attendees at this training will learn about the overall process, timelines, and the program requirements that will be included in the 2021-2022 random validations for the following programs/requirements: Title I, Part A—Improving Basic Programs; Title I, Part C—Education of Migratory Children; Title I, Part D, Subpart 2—Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk; Title II, Part A—Supporting Effective Instruction; Title IV, Part A—Student Support and Academic Enrichment Grants; Title V, Part B—Rural and Low-Income School Program; Private School Equitable Services (PNP); and Unsafe School Choice Option.

The training will be recorded in the form of a voiced-over presentation, and the links to access the recording and handouts will be posted to the Statewide Training Series webpage after the training. Captions will be provided.

courses counting for science credit, no matter their hire date.

CTE Teacher Professional Development Requirements
All teachers assigned to a CTE course that qualifies for math or science credit are required to participate in the following Texas Education Agency-approved training prior to teaching the course:

The website also contains information about the work a CHW does in their community and the process of becoming certified. Complete the first portion of the training online about three weeks prior to the training date. Each registrant attends one day of training at ESC Region 10 in Richardson, Texas. The resulting CHWI certification is good for two years. The certification can be renewed with the completion of 20 hours of continuing education and a renewal application.
On the day of training, each attendee will apply for his or her certification with the Texas Department of State Health Services and learn how to utilize the resources provided during the training. Teachers should not need to purchase any additional materials in order to train their students.
Battle of the Blooms
Birdville ISD is excited to be hosting its first annual BCTAL’s Battle of the Blooms Floral Design Contest. This event, scheduled for December 7th, will offer individual, team, and teacher competition categories so that everyone can get involved.
Students do not have to be FFA Members and can compete in both the individual and team categories! Registration is open on JudgingCard.com and will close on November 12th!
