What’s New in Performance Reporting
A–F Accountability
2022 Accountability System
The 2022 Accountability System Framework, which will provide a brief summary of changes to the 2022 accountability rating system, will be released Friday, February 25. The proposed 2022 Accountability Manual, which will provide technical details about the system, will be published for a 30-day public comment period from April 8–May 9.
2020–21 School Report Card
The 2020–21 School Report Card released February 3 included a formatting issue in the Class Size Averages by Grade or Subject section. Values were originally displayed as percentages rather than averages. The report has been corrected.
Local Accountability System
The 2021 Notice of Interest for districts wishing to participate in the local accountability system is now available. The form is available online and districts submitting a form will be contacted for follow-up discussions.
Participating districts may wish to develop a plan during the 2021–22 school year that is then applied to the 2022–23 school year. The Local Accountability System team remains committed to supporting districts in creating a plan that meets all requirements and supports a model of local accountability.
The Local Accountability Guide and Frequently Asked Questions provide information about plan requirements and example components. Both documents can be found on the local accountability webpage.

Spring 2022 TELPAS Administration
Online Test Sessions
As a reminder, districts are able to create test sessions for the Texas English Language Proficiency Assessment System (TELPAS) in the Test Administrator Interface of the Test Delivery System (TDS). For instructions on how to create a test session, refer to the Test Delivery System (TDS) User Guide. Also, TELPAS writing samples can now be collected and the calibration window is open for new and returning raters.
New TELPAS Writing Questions
A TELPAS writing sampler set is available in the Practice Tests Site. The sampler set includes constructed response, text entry, and sentence correction type questions, which are embedded in the spring 2022 TELPAS reading tests. The TELPAS writing sampler set is not grade-level specific, so there is only one writing sampler set. The purpose of the writing sampler set is to help students become familiar with the tools and functionality of different types of writing questions.
In addition to the release of the writing sampler set, an accommodations document, 2022 Accommodations Guidance for TELPAS Writing Field Test, has been posted to the Accommodations Resources webpage under Related Resources. This document provides guidance regarding accessibility and designated supports specifically for the TELPAS writing field-test questions.
Additional Orders
As a reminder, districts may order additional paper test materials in the Test Information Distribution Engine (TIDE), including braille versions of a TELPAS reading test, by today. For instructions on how to place orders for additional materials, refer to the TIDE User Guide.
Special Administration Requests
For eligible students who require a paper administration of a TELPAS reading test or a holistic listening and speaking test, district coordinators should submit a Special Administration Request form through TIDE under Administration and Security Forms by March 4, 2022. For more information, refer to the Special Administration of an Online Assessment page in the District and Campus Coordinator Resources.
May 2022 STAAR EOC Administration
Student Registration and Test Attribute Information
Student registration, including submitting test attribute information, for the May 2022 State of Texas Assessments of Academic Readiness (STAAR®) end-of-course (EOC) administration will be available through TIDE from February 11–25, 2022. The number of students registered in TIDE with test format set to paper and specific test attribute values selected before the last day of the initial order window will be used to determine the quantity of paper test materials delivered in a district's shipment. The number of test administrator manuals delivered will be based on the total number of May STAAR registrations (paper or online).
Initial Orders
Once a district has submitted student registration and test attribute information, Initial Order Materials Lists will be available in TIDE starting February 14, 2022. These order lists show the quantities of materials a district is scheduled to receive in the initial shipment and are posted at the district and campus level. Order lists are updated as student registration information is updated in TIDE through the close of the initial order window. You can request additional materials not included in your initial order during the additional order window.
OOD and OOS Examinee Registration
Districts can register out-of-district (OOD) and out-of-school (OOS) examinees for the May 2022 STAAR EOC administration from February 11–23, 2022. The STAAR OOS and OOD Examinee Registration form is available on the Texas Assessment website under Other Testing Resources.
Did You Know?
Beginning in 2022, all campuses evaluated under alternative education accountability (AEA) will be identified as dropout recovery schools (DRS). Dropout recovery schools will be identified by two methods. First, alternative education campuses that meet the statutory DRS definition found in TEC §39.0548 are identified and preregistered for AEA. These campuses provide education services targeted to dropout prevention and recovery of students in grades 9–12, with enrollment consisting of at least 60 percent of the students 16 years of age or older as of September 1, 2021, as reported for the fall semester TSDS PEIMS submission. Campuses that meet all other AEA criteria, but do not meet the age criterion for DRS, may apply for DRS designation. Districts may submit an application and supporting documentation via TEAL Accountability presenting how the campus is providing dropout prevention and/or recovery services. If the agency approves the application, these campuses receive a discretionary DRS designation and are registered for AEA. The AEA registration window will open March 28 and close April 8.
As a reminder, residential treatment facilities (RTFs) are not rated under accountability regardless of AEA registration status. New RTFs do not need to register for AEA in order to be labeled Not Rated. RTFs that previously registered will continue to appear on the AEA list as long as they continue to meet the criteria.

Upcoming Texas Assessment Program Activities Feb. 14
This communication is to inform you of the following upcoming activities for the 2021–2022 Texas Assessment Program.
SPRING 2022 TELPAS ADMINISTRATION
- Recording Responses for Speaking Items
- Speaking assessments in the Practice Tests Site. Ensure that students who are taking TELPAS this spring have multiple opportunities to practice using the tools in the practice tests to learn how to interact with the different types of questions. For example, students need to practice recording their responses to speaking items and understand that if they re-record their response, the second response starts recording as soon as they click “Yes” in the warning message.
- Online Testing Information
Beginning February 21, 2022, districts will have the ability to set score codes under the Appeals/Score Code module in the Test Information Distribution Engine (TIDE). Score codes for online testers must be indicated in TIDE by the end of the testing window, April 1, 2022.
MAY 2022 STAAR GRADES 3–8 ADMINISTRATION REMINDER
The deadline to submit student registrations, including test attribute information, in TIDE for the May 2022 State of Texas Assessments of Academic Readiness (STAAR®) grades 3–8 administration is 11:59 p.m. (CT) February 17, 2022. The number of students registered in TIDE with test format set to paper and specific test attribute values selected by February 17 will be used to determine the quantity of paper test materials delivered in a district's shipment. The number of test administrator manuals delivered will be based on the total number of May STAAR registrations (paper or online). You can request additional materials not included in your initial order during the additional order window. SYSTEM UPDATES
- Student Extract
Districts can now export student information in a file format that matches the student registration file upload. To export the student extract in TIDE, go to Preparing for Testing > View/Edit/Export Student, search for students, and select the Export in Upload Format option from the export menu.
- Student Eligibility List
Beginning February 17, districts will be able to access a list of eligible students by test administration 90 days prior to the start of testing. In TIDE, go to Monitoring Test Progress > Plan and Manage Testing. Select the test administration from the Test menu. Select the specific test(s) from the Test Name menu. In the Get Specific panel, select the first option for “students who have not started any opportunity in the selected administration.” The results will include all students who are eligible to take the selected test(s) but have not started yet.
- Form Submission Tracking
Beginning February 17, districts will have the ability to view and track their form submissions in TIDE, including accommodation requests, special administration requests, testing irregularities, and security oaths. Go to Administration and Security Forms > View Forms to check the status of form submissions.
- Score Code Information
Districts are now able to view the old score code and new score code for any score code change or score code set request previously submitted through TIDE. Go to Appeals/Score Codes > View Requests. Under Request Type, select the Set Score Code or Change Score Code option, and under Request Status, select the Processed option. In the results table, scroll to the right to view the Old Score Code and New Score Code columns.
TRAINING OPPORTUNITIES
TELPAS rater training and calibration activities are now available on the Rater tab of the Learning Management System (LMS). New and returning raters must complete the online calibration activities.

2022-2023 Student Assessment Test Calendar Update Feb. 10
The purpose of this communication is to notify Texas public school districts, open-enrollment charter schools, and Education Service Centers (ESCs) about the posting of updated draft versions of the 2022–2023 and 2023–2024 Student Assessment Testing Calendars. In addition, a draft version of the 2024–2025 Student Assessment Testing Calendar is also available. The drafts of these testing calendars are posted to the Texas Education Agency (TEA) website at http://tea.texas.gov/student.assessment/calendars/.
These three testing calendars have been developed to address changes based on the redesigned State of Texas Assessments of Academic Readiness (STAAR®). Specifically, the calendars:
· Maintain two-week online testing windows for December and June administrations of STAAR end-of-course assessments.
· Move all spring STAAR administrations to end of April and beginning of May.
· Include two-week online testing windows for each STAAR content area.
· Remove specific dates for STAAR English I and English II tests. These tests may now be scheduled on any eligible day within the testing window, starting in spring 2023.
· Maintain the testing windows for STAAR Alternate 2, the Texas English Language Proficiency Assessment System (TELPAS), and TELPAS Alternate.
TEA is accepting public comments on the draft versions of the 2022–2023, 2023–2024, and 2024–2025 Student Assessment Testing Calendars. Public comments on the draft calendars should be sent to Test.Calendar@tea.texas.gov by Friday, March 11, 2022.

STAAR INTERIM ASSESSMENTS
The State of Texas Assessments of Academic Readiness (STAAR®) Interim Assessments administration window 3 is January 10–April 15, 2022. The English I and English II assessments currently available in the Test Delivery System (TDS) for administration window 3 are the same tests that were available during administration window 1. New versions of English I and English II interim assessments will be available to administer through TDS beginning on February 7, 2022. Refer to the STAAR Interim Assessments webpage for the list of grades/subjects and courses by administration window.

STAAR Alt. 2 Training
STAAR Alt 2: Before, During, and After the Assessment is a free, online course available for anyone who will be giving this assessment. The course is not a requirement but is suggested for anyone new to STAAR Alt 2 or anyone who wants a refresher. The course will be available beginning January 12th, and a PD certificate is issued upon completion.

- The STAAR Accessibility Documents have also been updated and now include a Supporting Resources section.
- TIDE (Cambium) has been updated to include a feature to submit a form. The form selections include Accommodation Request, Procedural Irregularity, Serious Irregularity, DTC Oath, and Superintendent Oath.
Feb. 2022 Stand-Alone Field Test Instructions
The purpose of this communication is to inform Texas public school districts and open-enrollment charter schools of the availability of test instructions for the stand-alone field test required in February 2022.
The February 2022 Stand-Alone Field-Test Instructions are now available on the Texas Assessment website at: Other Testing Resources (texasassessment.gov). The stand-alone field test will be administered online only and is scheduled for a two-week testing window, February 7–18, 2022. The field-test will include the following grades/subjects and courses.
Local education agencies (LEAs) were notified in August 2021 of their required participation. If you have questions about your field-test assignments, contact Cambium at Texas Testing Support. LEAs that are required to participate or volunteered to participate must have their students registered in the Test Information Distribution Engine (TIDE) by Monday, January 31, 2022. The last day to volunteer for the stand-alone field test was December 1, 2021.

Test Information Distribution Engine (TIDE) User’s Guide
This user guide provides instructions on how to use TIDE. At its core, TIDE is a registration system for users who will access CAI systems and students who will take CAI tests. Users of all CAI systems must be added to TIDE before they can access any CAI system. Students must be added to TIDE before they can test in the Test Delivery System (TDS). Rosters must be added in TIDE so Reporting can display scores at the classroom level. During testing, TIDE users can print test tickets, manage invalidation requests, and monitor test progress. After testing, TIDE users can clean up data and track return shipments of paper testing materials.
Note: Task available in TIDE vary based on your user role and assessment program.

- Calibration Passcodes
For the spring 2022 administration of the Texas English Language Proficiency Assessment System (TELPAS), a TELPAS Coordinator Resources document will be posted to secure inboxes in the Test Information Distribution Engine (TIDE) on Wednesday, February 2, 2022. This document will include information about TELPAS online holistic rating training, as well as passcodes for monitored calibration sessions. The information in this document should only be shared with other designated personnel acting as district coordinator assistants or campus testing coordinators. Raters should be provided the appropriate passcode at monitored calibration sessions.
- Online Test Sessions
Beginning February 7, 2022, districts will be able to create test sessions for TELPAS in the Test Administrator Interface of the Test Delivery System (TDS). For instructions on how to create a test session, refer to the Test Delivery System (TDS) User Guide. In addition, February 7 is the first date TELPAS writing samples may begin to be collected, as well as the first day the calibration window opens for new and returning raters.
The final word on 2022 TELPAS Accountability calculations will be released late February.
The English Language Proficiency component of the Closing the Gaps domain evaluates TELPAS and TELPAS Alternate results for grades K–12. Current year TELPAS and TELPAS Alternate results are compared to the prior year results to determine if the students made progress. Whether the optional 2020 TELPAS results will be considered for students without a 2021 result is still under discussion and will be shared in the 2022 Accountability System Framework in February. Preliminary 2020 Annual Graduates CCMR OB Student Listings Feb. 2
This correspondence is to notify you that the Preliminary 2020 Annual Graduates College, Career, or Military Readiness Outcomes Bonus (CCMR OB) Student Listings and explanatory materials are now available in the TEA Login (TEAL) Accountability application. This listing is preliminary, and the State Funding Division will use this listing to update preliminary 2021–2022 CCMR OB funding. Please note that the data in these reports are confidential.
As data for enrollment in institutions of higher education (IHE) for 2020 annual graduates are not available to the agency until late February 2022, the preliminary CCMR OB student listings do not include actual IHE enrollment. For 2020 annual graduates, TEA used a three-year IHE enrollment average, using IHE data for 2017, 2018, and 2019 annual graduates, for each district to generate IHE enrollment estimates.
These preliminary listings will be used to update 2021–2022 CCMR OB funding. The District Planning Estimate (DPE) column of the 2021–2022 Summary of Finance (SOF) reports will be updated to incorporate CCMR OB funding and used in near-final settle up calculations. The SOF reports will display the proposed count of annual graduates in excess of the thresholds for the three cohorts: annual graduates who are educationally disadvantaged (economically disadvantaged), annual graduates who are not educationally disadvantaged, and annual graduates who are enrolled in a special education program.
Upon receipt of IHE enrollment data for 2020 annual graduates, TEA will reconcile the Preliminary 2020 Annual Graduates CCMR OB Student Listings with actual enrollment data and publish final 2020 Annual Graduates CCMR OB student listings. Upon reconciliation, State Funding will update the fiscal year 2021–2022 CCMR OB funding.

We are pleased to announce the soft launch of the new ApplyTexas Counselor Suite for 2022 – 2023 new cycle applications including Summer 2022, Fall 2022 and beyond.
Here is what you can expect with the new Counselor Suite:
· The navigation and “look and feel” of the new site provide a refreshed user experience consistent with the new Applicant site
· Your password for the existing Counselor Suite will not work on the new Counselor Suite.
· New accounts have already been created for you in the new site based on your email address in the existing Counselor Suite but you will need to follow the “Instructions for Accessing the New Counselor Suite” below to create a new password.
· Currently, Counselors and District Representatives can view ApplyTexas application status information for their high school students in this new site. Later in October they will be able to view students’ FAFSA filing status information as well as application counts.
· With this being a soft launch of the new Counselor Suite, we invite you to provide feedback on the new site, both positive and negative, so that we can adjust the site if needed.

7. After you receive the code in your email, return to the Counselor Suite and do the following: Enter the code and then create your New Password for the site. Please take note of your new password so that you do not have to repeat this process again.
8. You can now log into the new Counselor Suite with your email address and new password.

1. Will the password that I set up for the new Counselor Suite also work on the old Counselor Suite?
No, the accounts for the new counselor site and old counselor site are maintained separately. Updating an account for one of the counselor sites will not affect the account on the other counselor site.

They should go to the new counselor site and on the login page, scroll down to the section entitled FIRST TIME HERE? and click on the Get Started button so that they can view information on how to request access.

CTE Spotlight
Top Tier Funding in CTE!
Have you heard? HB1525 introduced a new tiered funding approach to CTE. This funding model will change the weighted funding for CTE courses based on the level of the course. In the past, CTE courses received a funding multiplier of 1.35.
With the new legislation, courses not in a program of study will have a 1.1 multiplier; level I and II course within a program of study will have a 1.28 multiplier; and level IIl and IV courses will now have a 1.47 multiplier. Be sure to look into how course selection for your LEA can impact the funding you receive.
Here is another way to look at it…
Every student you put into a CTE course gives you money you did not have before (you get a DBA regardless of courses, this is extra!):
- Non-Program of Study (POS) courses – approx. $102.67 per student that you did not have before
- Level I and II POS courses – approx.. $287.47 per student that you did not have before
- Level IIl and IV POS courses – approx.. $482.53 per student that you did not have before
*this is based on 1 credit and a DBA of $6,160. If you have a 2 credit CTE course you would multiply that number by 2, etc.

Summary: The proposed amendments would implement House Bill (HB) 785, 87th Texas Legislature, Regular Session, 2021, by addressing requirements for functional behavioral assessments, behavior improvement plans, behavioral intervention plans, and notification and documentation of certain circumstances. In addition, the proposed amendments would extend the time limit for requesting a due process hearing beginning September 1, 2022, in alignment with HB 1252, 87th Texas Legislature, Regular Session, 2021, and allow a student's multidisciplinary team to include a physician assistant or an advanced practice registered nurse.

SBOE Receives Update on Social Studies TEKS Review February 8
AUSTIN, Texas – February 8, 2022 – At its first meeting of the year, the State Board of Education (SBOE) was provided an update on the Social Studies Texas Essential Knowledge and Skills (TEKS) review. The update TEA staff provided to the Board is part of the early stages of the social studies TEKS review.
During the meeting, board members discussed social studies content advisors’ initial feedback and their consensus recommendations. The social studies content advisors convened in December 2021-January 2022 to discuss their initial feedback and develop consensus recommendations to guide the SBOE in its TEKS review. Content advisors provided 10 recommendations on various topics related to social studies TEKS.
The board directed work groups to revise the social studies TEKS using the following four strands: civics and government, geography, economics, and history.
The board also directed the work groups to use framework from content advisors’ recommendation for Kindergarten-Grade 2, with a focus on communities and the world at Grade 3, and place emphasis at Kindergarten-Grade 3 on teaching through the lenses of local, state, national, and world experiences. Additionally, the board directed work groups to keep Texas history as the focus for Grade 7.
The board also discussed a preliminary draft of the proposed new TEKS for a high school course focused on Personal Financial Literacy and Economics. The new social studies course will comply with the requirements of Senate Bill 1063 from the Regular Session of the 87th Texas Legislature (2021).

The Board is expected to address these two items at its April 2022 meeting.
TEA ESSER Reporting Resources Feb. 9
State Fiscal and USDE Federal Reporting Templates
TEA is providing reporting templates from two recent trainings to assist LEAs as they collect data and prepare for required reports related to ESSER grant programs.
Training recordings and slide decks are still being processed and finalized and will be released and posted on the TEA ESSER Program page.
ESSER State Fiscal Reporting
- The ESSER State Fiscal Reporting System will open Thursday, 2/10/2022. All training materials will be provided on or after this date.
- Section 7.0 regarding FTEs is no longer required in this report.
ESSER USDE Federal Annual Reporting
- The ESSER USDE Federal Annual Report online system will open by or before 3/1/2022.
- Recorded training is now posted and available at USDE ESSER Annual Reporting Statewide Training. Presentation slides are also available.
- A data and reporting resource that outlines the data to be collected will be provided by or before Thursday, 2/10/2022. Reporting elements and data provided in the resource will allow LEAs to begin collecting annual reporting information in preparation for TEA's online reporting form to open March 1, 2022.

TEA 2022 National Blue Ribbon Designees Feb. 8
AUSTIN, Texas – February 8, 2022 - The Texas Education Agency announced today the nomination of 26 Texas public schools as 2022 National Blue Ribbon School designees.
Initiated by the United States Department of Education (USDE) in 1982, the National Blue Ribbon Schools program recognizes public and private elementary, middle, and high schools that have high student achievement and/or highlights where exemplary progress has been made in closing achievement gaps among student subpopulations. Since the program’s founding, 9,000 schools across the nation have received this prestigious designation.
In the Lone Star State, public schools are considered for nomination based on student performance on the first administration of the previous year’s STAAR assessments, as well as College and Career data and Graduation rates if applicable. This year’s nominees highlight the diverse learning environments found across the state, with the inclusion of traditional elementary, middle, and high school campuses, along with magnet and early college high schools. These nominees also represent 12 of the state’s 20 Education Service Center regions, spanning from the Panhandle down to the Coastal Bend and from the Piney Woods of East Texas to the Plains of West Texas.
The nominated schools must now complete a rigorous application process conducted by the USDE. National award winners will be announced in September of 2022. Schools that receive the designation will be recognized at the National Blue Ribbon Schools Awards Ceremony in Washington, D.C.
