The Bilingual Education Act, Title VII of the Elementary and Secondary Education Act of 1968 (or BEA) was the first piece of United States federal legislation that recognized the needs of Limited English Speaking Ability (LESA) students.

The USA is not just made up of Americans it is mad up of lots of different cultures so people speak languages other than English and the BEA gives people who do not speak English an opportunity to learn

How is the program beneficial
The program is beneficial because the majority of the USA is made up of Hispanics so its only fair they they get an opportunity towards a better education like everyone else.
