-Said that if they are citizens then they should get the right to vote

Obstacles after the amendment
- Had to pay a poll tax
- Had to take a literacy test
- Some places they still weren't allowed to vote
15th amendment passed
- Written and passed in government on February 26th 1869
- Ratified by March 30th 1870
- Still didn't have all the rights but it was a step forward
