All LEAs that received Fiscal Year 2022 and/or 2023 Title IV, Part A, Subpart 1, program funds are required to report data in the Federal Compliance Division (FPC) WorkApp Smartsheet, even if 100% of the LEA’s Title IV, Part A, allocation was used for REAP and/or Funding Transferability option(s).

October is Fentanyl Poisoning + Bullying Prevention Month
Fentanyl Poisoning Awareness Month was established by House Bill (HB) 3144 to increase awareness of the dangers of fentanyl and potential overdoses. TEA’s Fentanyl Response Awareness Toolkit provides resources that can help Texas school systems and communities support awareness during the month of October 2023.

Texas Mental Health Resource Database
It has become crucial to educate ourselves and our students, educators, families, and communities about the dangers of fentanyl. To support this initiative, TEA is coordinating with our state agency partners to provide resources targeted to school personnel, students, and families we serve. Through TEA’s new Texas School Mental Health Resource Database, TEA and regional education service centers (ESCs) have identified resources throughout Texas to support collaboration with mental health and substance abuse prevention, treatment, and recovery services in each region and statewide.
School systems can also strategically collaborate with other community-based organizations in the statewide effort to prevent harm from this dangerous drug. Questions about this database should be directed to Texas School Mental Health Database.

Texas School Safety Center Survey
The Texas School Safety Center (TxSSC) would appreciate 5 to 10 minutes of your time to gather information about your school safety training, resource, and service needs and preferences.
The TxSSC offers trainings, resources, and technical assistance to K-12 schools, open-enrollment charter schools, and community colleges. Your input as an educational practitioner helps us to serve you better with resources that reflect the current school safety landscape. The information you provide is confidential.

2023-2024 Physical Fitness Assessment Overview Meeting
October 24, 2023, 2:00 pm-3:00 pm - TEA will be hosting an overview meeting with Greenlight Fitness to discuss and answer questions regarding the 2023-2024 physical fitness assessment. Greenlight Fitness will provide information about the registration process and give a demonstration on the FitnessGram platform. TEA will provide information about the physical fitness assessment initiative (PFAI) application for those districts that wish to continue using that platform. Opioid Antagonists
Senate Bill (SB) 629 added new Texas Education (TEC) §38.223(a), requiring schools with a policy in place regarding the maintenance, administration, and disposal of opioid antagonists to report the administration of an opioid antagonist no later than the 10th business day after the date a school personnel member or volunteer administers an opioid antagonist to:
- the school district, charter holder if the school is an open-enrollment charter school, or the governing body of the school if the school is a private school;
- the physician or other person who prescribed the opioid antagonist; and
- to the commissioner of state health services.
The law does not require school districts, open-enrollment charter schools, or private schools with a policy to report the administration of an opioid antagonist to TEA. The Department of State Health Services (DSHS) School Health Programs is developing an online reporting form to meet this requirement. The reporting form will be posted on the DSHS School Health Program Required Reporting Forms webpage when the rules go into effect on November 1, 2023. Information about the rules, reporting form, and instructions on how to complete the reporting form will be included in a future DSHS School Health Programs Friday Beat.

Accessible Mental Healthcare Services are Now Available to Every Texas Public School
Many children are struggling with mental health concerns and parents often have limited access to mental health assessment and treatment services. The Texas Legislature has ensured that every Texas public school has an opportunity to enroll in Texas Child Health Access through Telehealth (TCHATT). There is no cost to the school or families for services. Search for Texas public schools enrolled in TCHATT to date, reach out to learn more, and equip your school to help here. Alternative Education Program Student Transition Plan
Not later than five instructional days after the date of a student's release from an alternative education program (AEP), the campus administrator shall coordinate the student's transition to a regular classroom. The coordination must include assistance and recommendations from the required transition team (§37.023, Education Code).
