Where Does Our Funding Come From?
Federal Government Funds
The U.S. Department of Education provides funds to school districts for the most vulnerable populations. Title 1 grants support schools in low-income areas. There are also funds available for students with special needs and grants to help students pay for college.
State Funds
State funds come from income taxes. School districts are guaranteed an amount of state funding based on the WPU and the value of the WPU is determined by the state legislature.
Local Funds
The large majority of local funds comes from property taxes. A smaller portion of funding comes from grants and contributions.

The WPU formula is used to allocate funding in an objective and equitable manner. There are different costs associated with educating various student groups. The number of the WPU is based on the number of students, the number of students in special education programs, experience/professional level of staff, career/tech programs, and school district size and rural schools. Taxpayers fund education in Utah. Legislation is designed to make the financial records of schools/districts transparent. Open records legislation provides financial documents to the public. Open meetings legislation allows the public to go to meetings and hear the discussions about how the funds are used. Truth in Taxation legislation means that the school district has a public hearing each year to get public input before adopting the budget.
