U.S. Department of Education releases guidance on civil rights for transgender students

The U.S. Departments of Education and Justice last week issued guidance to school districts, colleges and universities concerning civil rights for all students, in particular, transgender students. The focus of the guidance is that, under Title IX, schools receiving federal money may not discriminate based on a student’s sex, including a student’s transgender status. While the guidance document and provided resources are intended to offer some clarification to school entities, the issue continues to spark debate nationally – and the issue of transgender rights is still proceeding through the courts.

2016-17 State Budget News

All four caucuses and the governor’s office are continuing to meet on the 2016-17 budget, with the goal of trying to finalize things as close to June 30 as possible. Rumors are that talks are going well, but no details have been worked out yet. It continues to appear that discussions of broad-based revenue increases are off the table and that revenue increases are likely to be accomplished through limited options such as a cigarette tax. The good news here is that all parties are in agreement that the budget must be finalized on or about June 30, so while there is a lot of work to be done over the next month, we’re in a better position than we were last year at this time (at least for now).

PITTSBURGH BUSINESS TIMES EDUCATIONAL RANKINGS

The annual 2016 Pittsburgh Business Times Report School Rankings were just released. The Pittsburgh Business Times annually ranks the state's school districts based on three years of state-administered assessment tests. This report analyzed over 126 school districts in our seven county Western Pennsylvania region and the 500 school districts across the state. The 2016 PBTR recognized the Charleroi Area School District in the Statewide Honor Roll category with one of the largest one year improvements; we improved 29 spots in the Statewide Honor Roll rankings, from 379 to 350.

In addition we were recognized for continuing to improve within the overachiever rank from the previous year. While the other rankings in this guide look only at students’ results on state standardized test scores, the overachiever rank also takes into account the economic situation in the district. Specifically, the percentage of students identified as economically disadvantaged — those who qualify for free or reduced lunch — is included in the formula for calculating this ranking. We moved up an additional 3 spots in the overachiever rankings, from 70 to 67. Congratulations to our entire learning community.
