What is terrorism?
Terrorism is the systematic use of violence to create a general climate of fear in a population and thereby to bring about a particular political objective. Terrorism has been practiced by political organizations, by national and religious groups, by revolutionaries, and even by state institutions such as armies, intelligence services, and police.
What causes people to think terrorism is the answer to their problems?
Certain groups of people or individuals will turn to terrorism as an option to affect change. They choose this because they feel it is the only or best option available to bring about changes in society or government that they believe are unacceptable or do not reflect their view of life. They will say they are powerless and oppressed and so think that it is their only remaining answer to impose their will over a government or a people. They use violence to force their view of life onto other people and societies to bring about change they believe needs to occur.

How is the world dealing with terrorism?
Individual nations are dealing with terrorism in a variety of ways that address their immediate concerns about the influence it has on their society. On a bigger scale,
countering this behavior is in the interest of all nations and the issue has been on the agenda of the United Nations for decades. They developed a global strategy to counter terrorism making it the first time all the nations have banded together to fight terrorism. Their strategy is to:
1. address the conditions that make the spread of terrorism possible
2. to prevent and combat terrorism
3. to take measures to build state capacity to fight terrorism
4. to strengthen the role of the United Nations in combating terrorism
5. and to ensure the respect of human rights while countering terrorism.
The strategy is built to condemn terrorism in all its forms and manifestations throughout the world
