Chapter 4: Transforming Assessment
A New Vision of SMART Goals
Proficiency scales and assessments based on them increase a collaborative team's ability to track student progress. As a result, teams and schools can more effectively set goals and monitor progress toward those goals. The well-known concept of SMART goals is highly compatible with our model of PLCs. Jan O'Neill and Anne Conzemius (2006) defined SMART goals as (1) strategic and specific, (2) measurable, (3) attainable, (4) results-based (that is, requiring evidence of student learning in order to be achieved), and (5) time-bound. DuFour, DuFour, Eaker, and Many (2010) provided the following examples of traditional SMART goals.
- Our Reality: Last year, 86% of the grades assigned to our students were passing grades.
- Our Goal: This year, we will increase the percentage of passing grades to at least 93%.
- Our Reality: Last year, 76% of our students met the proficiency standards on the state test.
- Our Goal: This year, we will increase the % of students meeting the proficiency standards on the state test to 80% or higher.
DuFour and Marzano (2011) noted that proficiency scales allow for SMART goals to be much more specific in terms of student learning. They offered the following examples.
- By the end of the quarter, 100% of students in the class will have gained at least two points on the proficiency scale.
- By the end of the quarter, 80% of students will be at score value 3.0 or above.
Probably one of the most powerful changes in SMART goals afforded by proficiency scales is that the goals can focus on student growth. SMART goals based on proficiency scales can also be more time sensitive.
