The Governor signed the state budget and the School Aid Budget, House Bill 4115, into law on Wednesday, June 17. Here are the revisions that affect pupil accounting:
· Pupil Membership Definitions (Sec.6)
Over the years, the membership blend seems to repeat itself, and for the FY2015-16 funding calculation the FTE will be determined by using a blend of 90% of the current year October count and 10% of the PREVIOUS February count. This is simply going back to “the way it used to be” and will help to buffer the loss of revenue in declining enrollment districts. So, you got it, the February 2015 count will enter into the calculation for 2 consecutive years (2014-15 and 2015-16). This formula does make it a little easier for budgeting.
· Foundation Allowances (Secs. 22a, 22b, 22c)
The foundation allowance will increase a minimum of $70 per pupil for the highest funded districts, to $140 for those at the minimum foundation. However, some of the per pupil categorical funds have been eliminated. Overall, the minimum foundation will increase to $7,391. The 2014-15 “equity payment” of up to $125 per pupil as now being “rolled into” or a part of the foundation.
· Instructional Days and Hours (Sec. 101)
The minimum number of days for 2014-15 remains at 175 days. As a reminder, this section increases the minimum number of days from 175 to 180 days beginning in FY 2016-17. Revisions to the number of days allowed for closure due to unusual and extenuating occurrences not within the control of the district (IE. snow days). For FY2015-16, the first 6 days may be counted as days of instruction as well as an additional 3 more days at any other time of the year, as approved by the State Superintendent. Currently, any additional days beyond the initial 6 must be approved by the State Superintendent and occur after April 1 and the limit is an additional 6 days.

It’s 90 % and 10% but they did change that back to the old method which is the February 2015 (10%) and October 2015 (90%).
The current year it was 90% October 2014 and 10% February 2015. So basically the February 2015 pupil count is being used twice. I hope it was a good count for you!
