An inclusive city is one that provides all residents with adequate housing and access to all basic services such as transportation and recreation. An inclusive city is also where residents, whether rich or poor, young or old, feel a sense of belonging and actively contribute to the community.

Both Tiong Bahru and hougang are places which have affordable housing as most residents still have enough money for other basic needs .

Tiong Bahru has 3-generation facilities such as playground , adult fitness corner and wellness stations for seniors which cater to the needs of multi-generational families . Hougang also has facilities and amenities which cater to all ages.
Strong sense of place and belonging
Tiong Bahru has a sense of place and belonging as there are unique characteristics which makes people feel attached to Tiong Bahru.(eg : rounded balconies and spiral staircases) The unique design of the rounded balconies and spiral staircases of HDB flats in Tiong Bahru makes the neighborhood look different from others. It is a unique feature that evoke a sense of place and belonging for the residents in Tiong Bahru . In hougang ,there aren't any unique features which makes it seem different from other housing estates which means the residents might not feel a strong sense of place and belonging and because of this , hougang is not an inclusive housing estate .
Therefore, Tiong Bahru is an inclusive housing estate but Hougang is not .
