Release of 2022-2024 Silent Panic Alert Technology (SPAT) Grant Program: Due December 12th
On June 28, 2022, Governor Greg Abbott, Lieutenant Governor Dan Patrick, Speaker Dade Phelan, Senate Finance Committee Chair Joan Huffman, and House Appropriations Chair Dr. Greg Bonnen announced $17.1 million in funding to TEA to distribute to school districts to purchase silent panic alert technology (SPAT). The purpose of these funds is to provide grant funds to local educational agencies (LEAs) to purchase silent panic alert technologies for campuses as a measure of school safety.
Further, on October 27, 2022, Governor Greg Abbott, Lt. Governor Patrick, Speaker Phelan, and House Appropriations Committee Chairs announced an additional $400 million in funding to TEA to "assist school districts in replacing or upgrading doors, windows, fencing, communications, and other safety measures." Additional information and guidance will be forthcoming on grant opportunities for districts to utilize these additional funds.
2022-2024 Silent Panic Alert Technology (SPAT) Grant
The purpose of the 2022-2024 Silent Panic Alert Technology (SPAT) Grant is to provide districts with funds to purchase silent panic alert technologies. Silent panic alert technology is generally defined as a silent system signal generated by the activation of a device, either manually or through software applications, intended to signal a life-threatening or emergency situation (such as an active shooter, intruder, or other emergency situation) requiring a response from law enforcement and/or other first responders.

Reminder of Annual Financial Report submission
The Audit application in TEA Login (TEAL) is currently open to accept the fiscal year 2022 Annual Financial Report (AFR) submissions.
The AFR is due by no later than 150 days after the close of a district's fiscal year.
If a district's fiscal year ends on August 31, the AFR is due to TEA on or before January 28
If a district's fiscal year ends on June 30, the AFR is due to TEA on or before November 27
AFR Submission Process Summary
- Prepare annual financial statements and have them audited by a licensed independent CPA firm.
- Have the audited AFR approved by the board.
- Prepare a PDF version of the board-approved, audited AFR.
- Verify that the AFR PDF file includes:
- Certificate of board
- Checked: approved (or disapproved)
- Completed date: month, day, and year
- Signed by board president and secretary (or other board member in place of them)
- Signed and dated auditor’s reports
- Federal Single Audit Report (required with $750,000 or more in federal expenditures)
- Management/comment letter (if applicable)
- Schedule L-1 Required Responses to Selected School First Indicators (ISDs only, charter schools submit RQ1 in data feed)
- Prepare the data feed submission.
- Submit BOTH the PDF and the data feed text file through the Audit application in TEAL.
- The data feed text can be uploaded into the schedules from a file or manually entered.
- Review the PDF and the data feed text file for consistency and completeness.
- Finalize the data feed text file.
- Use the VIEW District Status menu option in the Audit application to open and view each PDF file for completeness and to verify that the data feed text file has been submitted and finalized.

The Federal Program Compliance Division is announcing a series of 7 statewide virtual training opportunities for Local Education Agencies, Education Service Centers, and the public related to federal grants administered in the Division. Training will be provided by the Program Directors.

Indirect Cost Rate Proposal and Additional Costs Workbook Zoom Training: Nov 16 or Dec 7 Options available
The Texas Education Agency (TEA) is providing two training opportunities via Zoom for independent school districts (districts) interested in learning more about completing the request for indirect cost rates for 2023–2024.
Important Note: this training is applicable only to districts and not charter schools since charter schools’ indirect cost rates are calculated in a different manner.
Title of Training Sessions:
Completing the Indirect Cost Rate Proposal (ICRP) and Additional Costs Workbook (ACW)
Objective: The goal is to provide ESC staff and district administrators with information and guidance regarding TEA’s Indirect Cost Rate processes, procedures, and forms, and to assist districts in meeting upcoming deadlines.
Description: This training session is designed to inform districts of the upcoming timeline for ICRP activities and updated procedures. Districts that are requesting indirect cost rates for school year 2023–2024 must submit an ICRP ACW by January 19, 2023. This training is intended to assist districts in meeting this deadline. Staff from TEA will discuss the ICRP ACW procedures and timelines, offer examples and explanations, walk districts through the worksheets and required data, and allow time for specific questions.
Zoom Training Dates/Times (content in each session is identical):
- Register for November 16, 2022, from 9:30–11:00 AM
- Register for December 7, 2022, from 9:30–11:30 AM (either onsite or virtual training hosted by ESC 10)
Target audience: Training is open to all districts, particularly Business Managers and other staff involved in completing the 2023–2024 ICRP ACW to request indirect cost rates for the next school year.

CTE Update from TEA
Good afternoon, CTE team!
The PEIMS Department informed us that the POST-SECONDARY-CERTIFICATION-LICENSURE-RESULT indicator is required, so LEAs must complete the earned (01), passed (02), and attempted (03) fields for the Fall Submission or they will receive a fatal error. The TEA CTE team is aware that LEAs may not have collected data on IBCs that were “attempted” from June 1 – August 31, 2022. If an LEA did not collect the information for this field, they need to submit the “earned” and “passed” fields. For IBCs taken from September 1, 2022 and beyond, LEAs are required to collect and report the results for all IBCs earned, passed, and attempted. For your convenience, I have attached an IBC FAQ with definitions and examples of IBCs earned, passed, and attempted. Please see #14: IBC frequently asked questions (texas.gov).
