Welcome to the third edition of the Assessment Advisor! We hope you find this to be a valuable tool for all State Assessment news, updates and information. Every Student Succeeds Act

In December, the US Senate passed the conference report of the "Every Student Succeeds Act" (ESSA) which replaces the "No Child Left Behind Act" (NCLB). The ESSA law repeals the requirements for Adequate Yearly Progress, and allows states to instead use their own accountability systems. The requirements for annual testing in reading and math in grades 3 - 8 and once in high school, as well as 3 science tests between grades 3 - 12, are retained. ESSA also removes the requirement that teacher evaluations be tied to student assessments. However, states will have to include other measures of student achievement and school quality, such as student engagement, advanced course access and completion, and school climate and safety. Implementation of House Bill 743

  • The STAAR grades 4 and 7 writing assessments have been redesigned so that each assessment can be administered on a single day within a four-hour time period. In 2016, the STAAR grades 4 and 7 writing assessments will be administered on Tuesday, March 29, 2016.
  • To meet this legislative requirement to reduce the length of each assessment while maintaining valid and reliable assessments, there will be no embedded field-test questions for the spring 2016 administrations.
  • There will be only one form of each STAAR assessment in grades 3–8. Therefore, form number information will be removed from test booklets and answer documents.
  • To determine more precisely what adjustments to the tests might be needed to meet legislative requirements, TEA will collect data on students’ answer documents during the spring 2016 test administrations on the time it takes students to complete the assessments.

Important_Changes_to_the_Texas_Assessment_Program_for_2015-16 School Year

Key changes beginning in January 2016 include the following:

• online training courses and calibrations will be available at a new website that will allow for a more streamlined training experience
calibration must be completed in a monitored setting
• the number of opportunities to calibrate will be reduced from three sets to two sets
• supplemental support provider training requirements will be eliminated
• local procedures must be established for verifying the completion of training and calibration
• training history will no longer be available

Calibration procedures are being streamlined to simplify the process while enhancing security.
