Federal Government Structure
Each state will keep it's sovereignty, freedom, independence.And every power,jurisdiction and right which is not expressed by this Confederation.The states from this moment on will become friendly with each other.
Problems Arise
The Articles of Confederation put the states in charge of watching over their people and reporting crimes and accidents but the states didn't always listen. Most of the power was within the states so the central government couldn't make the states obey. No executive branch, no court system and no regulation of trade
Again
The Central government couldn't force the states to obey if they weren't complying with the laws because the states had most of the power. Since there was no court system people could do anything and get away with it.
