The first system of government
The articles of confederation was drawn up by the second continental congress. It included a unified army for the states, it set up a legislature where each state had one vote. The articles had the access to deal with foreign countries on behalf of the states.

- no power to tax or power to regulate trade
- did not have a court system

- each state had representation
- could declare war as well as issue coins
