Federalism is the process by which two or more governments share powers over the same geographic area and in the united states the constitution grants certain powers to both the u.s. government and the states governments.

When states form a league alliance union such that each state maintains separate sovereignty to some degree regarding purely local matters but otherwise centralizes government for national purposes they establish a federal government. a states power is limted only insofar as no state may pass any law which violates.
