EPEA work around Substitute Shortages - UPDATE
Approximately 45 members completed the survey on the sub shortage and sub coverage question recently asked. This information provided some good insight and ideas. I met with administration sharing these ideas and our experience. The majority of responses are from elementary. The majority of those who responsed have covered classroom 1-3 times. Here are a few highlights of recent conversation. Though we have different points of view on solutions we certainly have the same goal of minimizing and reducing sub shortages.
EPEA points of view
* Communicate what is being done to address sub shortages
* Develop consistent processes in sites (different sites do have different processes and experiences)
* Find ways to provide incentives for our subs to sub in EP vs elsewhere
* The district rate for teachers to cover subs is not not adequate
* Sub coverage reassignments / requests affect those that are non-classroom teachers the most
* Regardless of the fill rate, the shortage impacts students, teachers, and our system
Admin points of view
* Have been annually increasing sub rate after many years of no rate change
* Subs that sub during scheduled prep can boost their daily rate
* Pay is not barrier to high fill rate when compared w/ other districts
* When teachers cover or are reassigned that does not impact 'fill rate' as reported by Aesop
* 75 teachers (11%) sick on 5/7 - 6 unfilled in system = 92% fill rate
* Providing personal day credit for coverage creates more absence and need for subs
* Non-classroom teachers are part of administrative plan to address sub shortage - it's considered part of job description
