2020 Lobby Day Issues
This year's legislative priorities centered around housing affordability and making real progress on increasing supply and preventing adverse policies from taking hold. The following are the issues we discussed with Congress:
- Yes in My Backyard (YIMBY) Act (S. 1919/H.R. 4351): bipartisan legislation in the House and Senate encourages the elimination of discriminatory land use policies and removal of barriers that prevent needed housing from being built. NOTE: On March 2, The U.S. House passed H.R. 4351! We will ask Advocate participants to ask for support of S. 1919 in the Senate and add an ask on an Infrastructure bill to their House visits.
- Infrastructure-Build More Housing Near Transit Act (H.R. 4307): bipartisan legislation would ensure that housing is a higher priority in federally funded transit projects.
- Section 8 Reform: streamlining the program to enable more owners and operators to provide more homes to individuals who qualify for vouchers.
- Evictions: work to provide meaningful assistance to residents who need it, while avoiding burdensome new requirements.
This year was definitely a different atmosphere with Covid-19 (Coronavirus) being a topic of discussion and distraction while we were meeting on Capitol Hill. The group, pictured below, representing Alabama were able to meet with Senator Doug Jones's office, Senator Richard Shelby's office, Rep. Terri Sewell's office, Rep. Martha Roby, Rep. Mo Brooks, Rep. Gary Palmer's office, Rep. Robert Aderholt's office, Rep. Mike Roger's office, and Rep. Bradley Byrne's office. We had a very successful NAA Lobby Day!
As an added bonus we had a few fun surprises this year! United States Secretary of Housing and Urban Development, Dr. Ben Carson, opened the NAA Board of Directors meeting. NAA Update: 4/7/2020
Dear NAA Members,
Today, the National Apartment Association (NAA) and the National Multifamily Housing Council (NMHC) sent a letter to Congressional leadership urging additional direct and temporary assistance for America’s rental housing residents, owners and operators. Measures we are seeking include:
- Creating a direct, emergency assistance fund for rent payments;
- Expanding the availability of mortgage forbearance and aligning with renter protection requirements;
- Providing greater access to financial assistance and credit for property owners and mortgage servicers;
- Clarifying housing provider and resident responsibilities under the Coronavirus Aid, Relief, and Economic Security Act’s (CARES Act) standalone eviction moratorium;
- Making clear that residents must prove they are experiencing COVID-19 related financial hardship to benefit from eviction protections; and
- Ensuring that the unique needs of the rental housing industry are met under the SBA Paycheck Protection Program.
NAA members can learn more about these measures and the critical relief they will bring to our industry here, and in our joint statement with NMHC.
As we continue to work with lawmakers on Capitol Hill, please be on the lookout later this week for an industry-wide advocacy campaign that will harness the voices of tens of thousands of members of NAA and our affiliates.
Our industry’s role is more critical than ever as 40 million Americans shelter in their apartment homes. With rental housing providers on the front lines of this crisis, the impending challenges that the industry faces are amplified. The viability of apartment communities and the nation’s housing stock is at risk and we need direct, federal relief in Congress’ next COVID-19 package.

NAA and NMHC Release: 4/9/2020
This week, the National Apartment Association (NAA) and the Multifamily Housing Council (NMHC) sent a letter to the Small Business Administration (SBA) and U.S. Department of the Treasury urging them to expeditiously amend the SBA’s Interim Final Rule, Business Loan Program Temporary Changes; Paycheck Protection Program, to enable multifamily businesses to participate in the Paycheck Protection Program.
“The apartment industry is a cornerstone of the national economy, housing 40 million Americans and supporting 17.5 million jobs,” said Robert Pinnegar, NAA President and CEO. “Like many of our residents, the entire industry is facing extreme economic hardship. Apartment owners and operators must qualify for relief under the Paycheck Protection Program. Until Treasury and the SBA correct this imbalance, the housing and employment of a combined 57.5 million Americans is in jeopardy.”

NAA Urges Rent Payments, Additional Relief Measures Amid COVID-19
The National Apartment Association (NAA) released the following statement on rent payments amid COVID-19:
Today brings uncertainty for the entire rental housing industry as rent and mortgage payments loom large. Many residents will not be able to make their rental payments – through no fault of their own – which, in turn, will have devastating implications for apartment owners and operators. To minimize the damage, NAA is urging those of our nation’s 40 million renters who’ve been financially unaffected by COVID-19 to make their rent payments in full and on time. Paying rent ultimately keeps people in their homes by ensuring housing providers can meet their own financial obligations and keep the entire apartment community afloat in these troubling times. Rent payments also allow us to keep properties staffed and actively managed to protect our residents from exposure to COVID-19 as a growing number of Americans fall under stay-at-home orders. We stand with our residents, developers, owners and operators as we navigate these challenging times, and encourage flexibility as we continue to work with policymakers and industry leaders to ensure apartment community needs are met.
