The regular meeting of the School Board was held at 6:30 p.m. (closed session) and 7:30 p.m. (open session) on Monday, August 1, 2022 in the School Board Room at the Walker-Grant Center, 210 Ferdinand Street, Fredericksburg, VA.

Character Education Spotlight

Ms. Holmes, School Board member, provided a definition for the Character Education Spotlight word "Communication". She shared various ways in which people communicate, body language, sound, facial expressions. She encouraged everyone to try to understand what a student could possibly be trying to communicate if their behavior was out of character on a particular day.

Monthly Financial Report

The preliminary monthly financial report as of June 30, 2022 has also been submitted for School Board review. In the Operating Fund, FCPS has received 97% of budgeted revenues and spent 95% of budgeted expenditures. This compares to 97% of budgeted revenues and 96% of budgeted expenditures as of this time last year. In the Special Revenue Fund, FCPS has received 81% of budgeted revenues and spent 92% of budgeted expenditures. This compares to 90% of budgeted revenues and 89% of budgeted expenditures as of this time last year.

ESSER spending has increased slightly from last month, with the majority of expenditures being related to payroll. The total year-to-date ESSER spending is $3,300,498.40. The total balance remaining in each ESSER grant is ESSER I $0, ESSER II $2,491,333.75, and ESSER III $5,441,953.83.

School Crisis, Emergency Management and Medical Emergency Response Plan

Dr. Eberhardt provided a review of the School Crisis, Emergency Management and Medical Emergency Response Plan.


Virginia Code § 22.1-279.8(D) requires written school crisis, emergency management, and medical emergency response plans and that the plans are reviewed annually by the local school board, the chief law-enforcement officer, the fire chief, the chief of the emergency medical services agency, the executive director of the relevant regional emergency medical services council, and the emergency management official of the locality, or their designees. The community meeting took place on June 22, 2022 with final review on July 8, 2022.

Facilities & Safety Update

The following information was shared with the Board.



Facilities

1. Chiller Replacements at Lafayette Elementary and Walker Grant Middle School:

--The Walker Grant Middle School chiller is fully installed and operational.


--The Lafayette Elementary portable chiller is also fully installed and operational. It will cool the building until the permanent dual chillers are installed in late August.


2. Bioretention Project at Lafayette Elementary School:

The project is anticipated to be completed by the end of this week, though weather may cause a delay in its completion. The playground will be ready for students on August 8th.


3. James Monroe High School CTE Project:

The expansion of the Nursing and Cosmetology labs was almost complete. FCPS was still waiting on some new equipment and furniture. These items have been ordered but are experiencing supply chain delays. Students do not begin the lab component of the CTE curriculum until the second grading period.


4. Water and Electric Energy Savings:

Installation of energy efficient flush valves and faucets at Walker Grant Middle School, Lafayette Elementary, and Hugh Mercer Elementary have been completed.

Mobilization for the conversion to LED lighting throughout the division is slated to begin at the end of August. Work will take place after regular school hours during evening and nighttime shifts to avoid interrupting instruction. This project is anticipated to be completed for all schools by March 2023.


5.Boilers:

Due to long lead times in obtaining equipment, the boiler project at Walker Grant Middle School will not begin until late Spring 2023.


6. HVAC/Air Handler Replacements:

Again, due to supply line issues, the HVAC air handling replacement project at Hugh Mercer Elementary will not begin until Summer 2023.


School safety:

1. All staff being trained this week on new school safety procedures in collaboration with the Sheriff and Police departments.

2. Law enforcement will be present this week at all orientations to answer questions from parents and students.

3. Safety forum is scheduled for Sept. 24th. more information forthcoming


4. At the recommendation of law enforcement to attend the VA Safety Conference one person was sent. FCPS is planning to send a team next year.

New Business

Ms. Holmes reminded everyone that orientations were scheduled this week ahead of school opening on August 8, 2022.

Good of the Order

Mrs. Pomeroy recognized Mr. Snyder as the new principal of Hugh Mercer Elementary School. She noted that the New Teacher Luncheon had been held and it was hopeful to look around the room and see the enthusiasm of the new teachers. She also welcomed back returning staff. Mrs. Pomeroy also acknowledged that two Boy Scouts who had interviewed her for their Merit Badge had been in attendance briefly.
