Public roads are a perfect example of a common property shared by many people. Everyone has their own interest in mind while traveling down the roads. Typically how to get from point a to point b as quickly and easy as possible. However, when everyone decides to travel the same road, a traffic jam occurs, traffic movement slows down and the cars fill the air with pollutants from the idling cars. Perhaps if some of the public roads were turned into toll roads, with the toll being higher during rush hour traffic, people would travel less-direct routes or chose to travel at different times, causing less traffic jams.
