The Ninth Amendment
The Ninth Amendment is like a "constitutional safety net." It is intended to make clear the people have rights in addition to the First through Eighth Amendments. It was created because framers thought it would dangerous to list some rights if there is a limitless list of fundamental rights and some thought that it is not specific enough so the Ninth Amendment was a compromise to secure other fundamental rights including the eight others. There were so many rights it is not specified in the constitution. The Supreme Court believes it is rights like the right to vote, right to travel, etc. It was ratified on December 15, 1791
