HAL (High Ability Learner) Program Qualifications - FYI
2nd - 4th Grade:
Teacher recommendation is the critical first step in the criteria process for student placement in the HAL program.
Teacher/parent recommendations will be accepted during the second quarter of each school year. Teachers will be asked to complete the high ability observation inventory and MAP scores will be reviewed by HAL facilitators. Students with a 92% or higher in two areas (math, reading or language) will be given initial consideration and may enter the program immediately.
If additional clarification is needed, the HAL facilitator may also give the CogAT test based on the information submitted from classroom teachers. Students taking the CogAT test and achieving 92% or higher in two areas (verbal, quantitative, and nonverbal) will enter the program.
First through third grade students may also be recommended at the end of each school year. These students will be given consideration for placement in the program using the stated criteria, but they would not enter the HAL program until the beginning of the following school year.
Consideration to dismiss or suspend specific student participation in the HAL program will go through the SAT (Student Assistance Team) process. This process is mandatory as the HAL program is a qualifying program.
