A description of the problem is that you have to pay $5 for every 1 hour to use the bike. This describes the problem.
I found the pattern by looking at the verbal description $5 for every 1. So I went 0,0, then 5,1, then 10,2, then 15,3 then so on and so on. This tells me the ratios are equivalent and therefore this is a proportional relationship.
