Student Drop Off and Pick Up Procedures

Morning Drop Off

Students may not be dropped off in the morning or unload from their vehicle prior to 8:00am. An adult will signal the top of the car loop for students to unload and at that point all students will unload along the front sidewalk of PVMS and move to their first period class. As cars come into the front loop of PVMS, it is asked that all vehicles move forward to the top of the loop before unloading so that cars can move off of Parkway Boulevard as quickly as possible.

Afternoon Pick Up

Pick up of car riders will be monitored by staff and all students will enter their vehicles from the top of the car rider area, which will be designated by numbered spaces. Cars will move forward as vehicles leave the car loop area into the numbered spaces so that more students can load and then vehicles may exit the car loop area when released by staff. Cars will exit via right turn only.

We recognize that the processes for drop off and pick up of students are regulated. The intention is to move traffic off of Parkway Boulevard as quickly as possible since this two lane road becomes very congested quickly. The procedures work very closely to that of a fast food drive thru in which you pull all the way up to pay and pick up your food and then immediately leave the drive thru area. The PVMS staff is grateful for patience and support of the process from our families since they are monitoring this process in some cases, up to 30 minutes AM and PM, in the cold, heat and rain. Ensuring that your student has their belongings ready to exit the vehicle in the morning and are watching for your arrival and listening for their last name to load in the loading area in the afternoon ensures an efficient and timely process.

Frequently Asked Questions

What is an unfunded rider?

Unfunded riders (sometimes called “courtesy riders”) are students who are currently transported but who live less than two miles from their school (non-transport zone). The State of Florida does not provide funding for these students based on the belief that two miles is a reasonable distance for families to plan their own transportation to school. Elementary students who meet specific criteria for hazardous walking conditions and live within two miles of their school are not considered courtesy riders.

Why is the district making these changes?

The district, like many other districts, is experiencing an all-time high driver shortage. The district is not able to cover the routes for students we are obligated to transport and can no longer take on courtesy ridership. Additionally, the district does not receive funding for courtesy riders.

What about safety?

The district takes many steps to ensure and support student safety. The State of Florida has determined that two (2) miles is a reasonable distance for families to plan their own transportation to school.

Can I take them to an existing bus stop?

Eligibility for transportation is based on the home address of the student, not a bus stop. If the home address is less than two miles from the school the student is not eligible for school bus transportation.

Relevant statutes and administrative codes

FS 1011.68 Funds for student transportation.—The annual allocation to each district for transportation to public school programs, including charter schools as provided in s. 1002.33(17)(b), of students in membership in kindergarten through grade 12 and in migrant and exceptional student programs below kindergarten shall be determined as follows:

(1) Subject to the rules of the State Board of Education, each district shall determine the membership of students who are transported:

(a) By reason of living 2 miles or more from school.

FS 1006.21 Duties of district school superintendent and district school board regarding transportation

(3) (a) Shall provide transportation for each student in prekindergarten disability programs and in kindergarten through grade 12 membership in a public school when, and only when, transportation is necessary to provide adequate educational facilities and opportunities which otherwise would not be available and to transport students whose homes are more than a reasonable walking distance, as defined by rules of the State Board of Education, from the nearest appropriate school.

FAC 6A-3.001

(3) A reasonable walking distance for any student who is not otherwise eligible for transportation pursuant to Section 1011.68, F.S., is any distance not more than two (2) miles between the home and school or one and one-half (1 1/2) miles between the home and the assigned bus stop. Such distance shall be measured from the closest pedestrian entry point of the property where the student resides to the closest pedestrian entry point of the assigned school building or to the assigned bus stop. The pedestrian entry point of the residence shall be where private property meets the public right-of-way. The district shall determine the shortest pedestrian route whether or not it is accessible to motor vehicle traffic.

FAC 6A-3.0121

(c) The district shall inform parents, guardians, and students at least annually in writing of their responsibilities and related district policies as follows: 1. To ensure the safe travel of their students during the portions of each trip to and from school and home when the students are not under the custody and control of the school district, including during each trip to and from home and the assigned bus stop when the school district provides bus transportation.

Positive Behavior Intervention System Rewards at PVMS

PVMS uses the Positive Behavior Intervention System (PBIS) Rewards to recognize positive academic and behavioral behaviors with our students. PBIS Rewards is a technology-based PBIS Management System that helps us with this positive behavior incentive program. You can learn about PBIS Rewards at their website (www.pbisrewards.com).

Year 1 students and parents will be able to access the information below at the beginning of the 2022-2023 school year.

Our students can earn PBIS rewards throughout the day by meeting academic and behavior expectations, and the IB Learner Profiles. These rewards are earned in the form of electronic points. Students may redeem these points for privileges, tangible items (school store), access to events, and other exciting items in the PBIS Store.

Students may view their PBIS points and the PBIS Store through their My Pasco Connect Dashboard and/or they can download the PBIS Student app on their smart phones/devices to see their points and positive comments at any time.

PBIS Rewards has a Parent app that will give you some insight on how your child is doing with the PBIS program. The Parent app will run on most smart devices, smartphones and tablets. You can find it in the iPhone/iPad App Store, Google Play, and the Amazon App Store. Just search for “PBIS Rewards Parent.”

Once you have installed the app and located your student, you will be able to see your child’s progress with PBIS Rewards. You can add more than one student to the app, even if they go to different schools, as long as the school is using PBIS Rewards.

We encourage you to talk with your student about the many opportunities they have each class period/day to be successful with PBIS Rewards and encourage for their positive successes.

Thank you!
