Dear Staff and Families,

I hope this email finds you well. Please join us tonight at 6:30 p.m. as we welcome back to EUSD, Dr. Michele Ritter. She will be presenting updated information about schools, children and Covid-19. Please be sure to RSVP to receive the link for viewing. The presentation will be recorded and posted to the website on Thursday.

As we move into the winter break, please keep in mind the CDPH travel advisory. Individuals arriving in California from other states or Californians returning from other states or countries could increase the risk of COVID-19 spread. CDPH recommends families avoid travel or practice self-quarantine for 14 days after arriving back in California.

Last night, we presented Phase 3 of Reopening to our EUSD Board of Trustees. Many thanks to our various Re-Opening Committees for their work. We recognize for many it is difficult to consider bringing students back for more time when the rates are at their highest. We want to be clear that our plans for Phase 3 are based on when we return to the Red Tier. However, we must put into action the preparations now so that appropriate staffing and resources are ready and in place when needed. For a detailed overview, please see the recorded webinar here.

The Conditions for EUSD to move into Phase 3

  • SD County has been back in the red tier for at least two weeks, with a third week for transition planning

  • Encinitas District zip codes positive case rate levels are equal to or better than county

  • Not before the end of Semester 1 on 1/22 (natural break for learning and grading)

Instructional Model for Phase 3

  • All students attend in person instruction 8-12:45 pm

  • 5 days per week, 20 minute recess

  • Doubles instructional in person time

  • Eliminates distance learning except for Cloud students

  • Meets instructional guidelines for SB 98

  • Intervention during the day and afternoon

  • Enrichment in the afternoon virtually

  • Grab N Go Lunches sent home with students

  • Afternoon time provides time for teachers to plan, collaborate and support students at home with illness or quarantine

  • Sample schedule

  • Families that want a 100% Distance Learning Model may transfer to Cloud Campus

Safety Measures that will continue:

  • Daily symptom screening of students and staff

  • Staggered drop off and dismissal

  • Students stay in cohort groups to the maximum extent possible including zones for recess

  • Requiring facial coverings for all students and staff while on campus, with consistent campus enforcement

  • MERV 13 filters

  • Teacher ensures 6 foot distancing from students

  • Hand sanitizing stations and signage throughout each of our campuses

  • Plexiglass barriers for small groups or tables currently and more provided for Phase 3

  • Regular cleaning and sanitizing of classrooms and common spaces

  • Regular disinfection using electrostatic sprayers

  • Availability of free COVID testing (for students and staff) through the County of San Diego

  • Outdoor spaces available for instruction

  • Regular COVID testing for all employees

  • No visitors on campus

Additional Measures to mitigate risks with more students/less distancing:

  • Reducing some class sizes in order to maximize physical distance (to the extent possible) between students in each of our classrooms - six feet is the goal but spacing will not be less than three feet between students. Additional teachers will be hired and some students may be transferred to a new teacher in order to maintain physical distance of 3 feet minimum. Class changes will be made at the semester to support continuity of instruction.

  • Physical space of classroom will dictate class size to ensure every student is at least 3 feet apart from one another (Masks are worn at all times)

  • Changing furniture to allow more spacing (individual desks where practical)

  • Providing HEPA air filtration systems in classrooms with class sizes larger than 24

  • Eliminating movement on campus for Enrichment and lunch

  • Reducing the largest risk (lunches) by sending home

  • Additional handwashing stations for all sites

  • Additional purchases of plexiglass barriers

  • Additional purchases of tents as needed

  • Expanded hours of our site health technicians

  • Support teacher added to Combo classes to support two grade levels

  • Snack recess done picnic style with 6 feet or more during eating

New opportunity for families to choose Cloud Campus:

  • Open for families December 16

  • Must respond by January 4

  • Change classes at the semester January 25

  • Open to staff interested in distance learning only

  • Commitment to the end of the year

Childcare options for Phase 3:

  • ASPIRE Before and after school care at 7 sites

  • 12:45 - 4:00 afternoon support

  • Cohort model

  • No longer will need to support distance learning

  • YMCA available at Capri

  • Boys and Girls Club available at Ocean Knoll
