Board Resolution
Whereas, on or about July 6, 2020 the Ohio Department of Education issued a Reset and Restart Education Planning Guide designed to help schools understand guidelines and considerations for reopening school buildings to students for the 2020-2021 school year during the continued presence of COVID-19, and to do so in a way that protects the health and safety of students, staff, and the community; and
Whereas, on or about July 6, 2020 the Ohio Department of Health issued COVID-19 Health and Safety Guidance for Ohio K-12 Schools to provide a framework for districts and school leaders to reopen school buildings to students while helping students and staff reduce the risk of exposure and prevent the spread of COVID-19 in their communities; and
Whereas, pursuant to the above-referenced guidance issued by the Ohio Department of Education and the Ohio Department of Health, and in accordance with guidance from the Centers for Disease Control, Franklin County Public Health Department, and the New Albany COVID-19 Task Force, the District developed its Responsible Restart Plan for the 2020-2021 school year to include strategies and processes to keep students, staff and the community safe while planning for the student experience for every single child; including but not limited to, wellness, socialization, and academics; and
Whereas, as the 2020-21 school year quickly approaches, the Board of Education believes it is important to inform the community now with as much clarity as possible of its updated plans so families are able to prepare for the start of the new school year; and
Whereas, in reaching this decision the Board of Education has carefully considered the orders and guidance from state and local health departments, the input of the New Albany COVID-19 community task force as well as faculty, staff, parents and community members. The Board has also consulted with the Franklin County Public Health Commissioner and given consideration to the current state of the coronavirus in our community in this effort to open school safely for students, faculty and staff; and
Whereas, the Board of Education believes that families should have a choice between in-person and fully remote learning to meet the needs of each individual student and/or family for the 2020-21 school year; and
Whereas, the Board believes for families electing for their children to attend school in-person that beginning the school year in-person is in furtherance of achieving the best academic and developmental outcomes for each student; and
Whereas, it is the intent of the New Albany-Plain Local Board of Education to open our schools as soon as possible to in-person instruction, and extra-curricular activities in accordance with reasonable health and safety protocols; and
Whereas, the Board of Education believes that the Responsible Restart Plan developed for the 2020-2021 school year is in the best interest of District faculty, staff, students and families to provide a flexible plan that includes both in-person instruction and virtual learning to accommodate the unique needs of each student and to maintain the ability to continue to engage students through eLearning in the event schools are mandated to close at any time during the 2020-2021 school year.
Now, Therefore, Be It Resolved that the New Albany-Plain Local School District Board of Education hereby adopts and authorizes the District’s Responsible Restart Plan for the 2020-2021 school year.
Be It Further Resolved, that the Board of Education hereby directs the Superintendent to communicate with and effectuate any and all changes or personnel requirements necessary to implement the District’s Responsible Restart Plan and the revised 2020-21 school year calendar for students, parents, families, faculty and staff. Beginning Thursday, August 27, the teacher work year shall commence with teachers physically present on the school campus to actively participate in professional development opportunities and to plan and prepare to meet the academic and developmental needs of students unless otherwise determined by the superintendent. Additionally, the Board directs the superintendent to modify work calendars as necessary for all other job classifications for the 2020-21 school year based upon implementation of the Responsible Restart Plan.
Be It Further Resolved, that students shall attend school beginning Tuesday, September 8, 2020 through Friday, September 11, 2020 in assigned student groups of approximately 25% to 50% daily attendance patterns to permit students to practice the required health and safety protocols required as part of the Responsible Restart Plan unless committed to the Virtual Learning Program. Beginning Monday, September 14, 2020, in-person students shall continue in assigned student groups of at least 50%, and if possible, begin full-time daily attendance for the 2020-21 school year in accordance with revised school bell schedules developed to meet the academic, developmental, and transportation needs of students.
