School Nutrition Program Update

Financial Report

The Texas Department of Agriculture (TDA) released the National School Lunch Program (NSLP) Financial Report. The report due date is postponed to March 15, 2021.

This report must be completed by Contracting Entities (CEs) who participate in the NSLP, School Breakfast Programs (SBP), School Milk Program (SMP) or At-Risk CACFP programs and must be completed by an authorized representative. The NSLP Financial Report will not be available in TX-UNPS. An email with a jot form link for the Preparing for the Financial Report form has been sent to the Child Nutrition Director on the SNP Application.

The Preparing for the Financial Report form has been provided to prepare the CE in completion of the NSLP Financial Report. It contains a list of documents, terminology, object codes, and additional pertinent information related to

the NSLP Financial Report.

Once, the CE has completed review of this form and gathered the necessary documents, the CE will submit and will be directed to the NSLP Financial Report jot form.

Non-Discrimination Statement

Non-Discrimination Statement ACTION REQUIRED:

The United States Department of Agriculture (USDA), Food and Nutrition Service recently updated its Civil Rights webpage resulting in changes to the internal hyperlinks within the Nondiscrimination Statement (NDS) as well as the USDA Program Discrimination Complaint Form.

As a result, CEs must update the electronic versions of the NDS with the English and/or Spanish versions no later than January 31, 2021.

  • December 1, 2020 Verification Collection Report (FNS-742) opens in TX- UNPS
  • February 1, 2021 Verification Collection Report (FNS-742) due
*The Verification Collection Report (FNS-742) should match the Preliminary Verifcation Report.

Meal Pattern Status for SY 20-21

IMPORTANT MEAL PATTERN INFORMATION!

A federal court ruling early in the year 2020 has reversed several NSLP/SBP meal pattern flexibilities. As a result, the following meal pattern changes are effective immediately:

  • All grain contribution components must be 100% Whole Grain Rich.
  • Sodium reduction goals will revert to (original) Sodium Target 2.
  • All flavored milk must be fat-free/skim.

Texas CEs have one school year to come into compliance. No action is necessary at this time unless the CE prefers to immediately comply with the current meal pattern including the changes listed above. CEs immediately implementing the meal pattern with the above changes must notify TDA.
