This newsletter is created for the benefit of our families, staff, and our community in order to offer timely information related to Oakdale Public School board actions, discussions, or reports given at their most recent meeting. These notes are highlights from the meeting and should not be considered official minutes of the meeting. Highlights from the October 13th School Board Meeting
Presentations
- Virtual Learning Update: Lynette Brown, Learning Coach.
- Gifted-Talented Committee Report, Lauren Branscum, Coordinator.
Consent Agenda: The following items were unanimously approved:
- Approved minutes of the September 8, 2020 regular board meeting.
- Accepted Treasurer's Report including: Financial statements, fund balances, expenditures, revenue, warrants, bank summary, bond reports, and investments for the month ending September 20, 2020.
- Approved General Fund Payments #562-#590, Building Fund Payments #143-#159, Activity Fund Payments #20-#54, Bond 34 Payments, #14-#18
- Declared district equipment, technology devices, furniture, fixtures and other materials (as listed) as surplus and authorized administration to dispose of properly.
- Approved two student transfers for children of employees, as recommended by the Superintendent.
Business (Action) Items:
- Unanimously approved the 2020 Gifted & Talented District Plan.
- Unanimously approved the first reading of additions, revisions, edits, and proposed changes to board policies in sections A-C as recommended by OSSBA policy review except for "Policy #BED: Public Participation." The board requested additional revisions and to be brought back for future consideration.
- Unanimously approved updated policy "CHD: District Credit Cards"
- Unanimously approved new policy "FE: Open Transfers."
- Tabled action upon policy "FEF: Student Transfer for Children of School District Employees" requesting additional information and revisions to be brought back for future consideration.
- Tabled action upon policy "GK: Use of District Facilities & Property" requesting additional information and revisions to be brought back for future consideration.
- Unanimously approved, as an emergency expenditure, the cost of labor to replace certain track/football field lights in the amount of $4,844.57 from the Building Fund.
- Unanimously approved the agreement with Floor-Tech Janitorial to scrub and re-coat both gym floors in the amount of $4,120.00 from the Building Fund.
- Unanimously approved a payment to Oklahoma County for shared cost of County Assessor's 2020-21 revaluation budget in the amount of $46,020.65
Discussion Item: Discussion of establishing dates for work sessions and to discuss planning for potential future bond issue projects and master planning. Two meetings were suggested: one in November and one in December. Dates/times still to be determined. Expert consultants such as architects, a bond adviser, the school attorney, school treasurer, and others may be invited to advise the board with short-term projects and long-range planning.

At this very early stage or preliminary planning, considerations include the following:
- Reconnect the perimeter road. Specifically, there will be a continuous path for vehicular traffic running along the edge of the current property (against the golf course). A good amount of re-grading, plus a substantial retaining wall, will be required.
- Verify that the fire marshal requires a single fire department connection point. Provide additional sprinkler lines as required.
- Replace/improve outdoor learning and play spaces.
- Miscellaneous roof and HVAC improvements (TBD)
- Furniture Replacement (TBD)
- Technology (TBD)
You may download the first meeting notes (above) and see our architects' first conceptual drawing ("bubble diagram") that merely outlines major space usage. Details are not yet determined. Both teachers and students were invited into the process and shared many wonderful ideas for reimagining our play spaces!
Note: There is a space labeled "future high school" on the drawing -- but there has NOT been a decision made about that yet. This label on the drawing merely lets us preserve that space as we plan to reconnect the perimeter road and should expansion to upper grades ever happen. The board plans to consider this issue and others as part of the topics to be included in a long-range master plan.
Superintendent's Report
- Enrollment as of October 1:
652 students enrolled
11.5% Gifted-Talented
2.7% Bilingual
2.1% Limited English Proficient
6.7% Free/Reduced meal program
6.6% Special Education
24% Minority ethnicity - An extended waiver through the child nutrition program will permit us to continue offering free meals to all students, regardless of qualifying economic status, until the end of the school year.
- Free curbside meal pick-up will resume till the end of the school year for siblings under 18 of students that attend Oakdale. Contact Michelle Fetters for more info about participating.
- Repairs and restoration of classrooms and hallways due to the water leak will be completed over Fall Break.
- COVID-19 update: For the last week we have had zero positive COVID-19 cases for students and/or staff. We remain on the Orange-1 level. Although we monitor the data weekly, we will only change color-coded levels when we see trends in data over several weeks (not flipping to other levels each on a week-to-week basis).
- We recently received three (3) development review notifications from the City of OKC Planning Commission:
- RV campground with amenities at 12266 Woodland Hills Drive (behind Love's)
- Industrial and light mixed-use development at 11712 N I-35 Service Road (convenience store location south of the hotels on the east side of the interstate)
- Residential development (NE corner of Coltrane & 122nd just west of the Flying J)
- SuperSAC (Superintendent's Staff Advisory Committee) met with LWPB architects to brainstorm design ideas for a playground renovation. All students and teachers were invited to offer input (see above).
- Candor has produced a fall community flyer, the "Rocket RoundUp" as a new communication tool we will publish 3-4 times a year. It will be mailed out to all patrons in our school district. The first edition should be arriving in mailboxes next week
- Our website was given a facelift. We are continuing to review the various pages and links, as well as updating content. Contact Phyllis Arnold if you need any assistance finding information.
- Under current law, the two days that school was canceled due to the water leak will not have to be made up, unless we close school again going below the minimum required 1,080 hours of instruction required by the state.
- Reminder: The period for filing for a school board seat will be December 7-9. Election will be Feb 9 if two or more file; otherwise, the general election will be on April 6th
- OSF reported that they have raised $82,200 so far this year with their direct donation program, Rocket Launcher. They currently have 99 families and several local businesses that have supported us with donations.

Walking to School?
As we explored this possibility last summer, we quickly realized that it will take additional markings and signage, permissions from OKC, more concrete poured for sidewalks, and additional school personnel to supervise our kids while crossing multiple lanes of cars circling the parking lots on our campus for drop-off/pick-up.
In the meantime, please know that the OKCPD officer usually on duty on Hefner Rd.in the mornings is contracted and paid by the District for school security- not as a crossing guard. Please help us keep all children safe on campus by following our procedures. Your cooperation is appreciated!
