Definition
The definition of constant and proportionality is: the value of each of the ratios, which will be the same (ie. constant)

Step 1:
Evaluate each ratio by dividing the top number by the bottom number (ie. 1/2=.5, which is the same as 4/8=.5, so they ARE proportional.
Step 2:
Write the equation by saying one variable (h for height) equals the proportional decimal times another variable (w for width[ie. h=.5w, so 4/8 would be 4 {h} =.5 X 8 {w}])
