OASC FIRST
CONVENTION EDITION
Countdown to Convention!
--Remember to bring three sets of two ribbons with your school colors to put on the three officer gavels.
--This year there will be a swag swap similar to that at Nationals. Have your students bring STUCO shirts to trade with other STUCO members across the state.
--Some elements of the convention are outside, so remind your delegates to wear warm outer wear.
--Ada is trying to keep the full scope of the Sunday event quiet but it is more of a sporty theme with an OASC competitive twist to it. Jerseys and active wear will be the perfect attire.

State Candidate Speeches are Up!
Election process changes were implemented in 2017 for the following reasons:
1. To create equity amongst schools
2. To provide a more educational and realistic election process
3. To create an election system based on the merit of a candidate and not on the talent
For the President and Vice President--this will be their job for 2020--look for realistic goals for areas of improvement in our state.

Constitutional Amendments
Proposed Constitutional Changes for Review:
You will receive a hard copy of these in your folder at the state convention.
Please give and discuss these proposed changers with your voting delegates:
Any language which is not in italics is the current language of the constitution. All language which is in italics is proposed language.

Amendment to Article II-B, Section 1, the duties of the president:
The duties of the president shall be as follows: (a) to preside at all meetings of the Association; (b) to appoint all committees unless otherwise provided for; (c) to work with the host school and home advisor to obtain speakers for the annual Convention; (d) to help in the planning of the program of the annual Convention; (e) to assume responsibility for providing suitable recognition for a retiring executive director; (f) to create a plan to execute a platform aimed at improving the organization which they will propose for approval by the board at the first board meeting after their election.
Reasoning:
As we have seen over the past two years, when schools run for office based on a platform, rather than a popularity contest, the association can see the tangible benefits. This would simply require that, after their election, the officers create a detailed plan aimed at improving the organization to propose to the board.

Amendment to Article II-B, Section 2, the duties of the vice-president:
The duties of the vice-president shall be as follows: (a) to assist the president in all business matters; (b) to preside in the absence of the president; (c) to help in the planning of the annual convention; (d) to assume full responsibility for the discussion groups at the annual convention and Advanced Workshops; (e) to preside over OASC banquets when called on; (f) to be responsible for the coordination and organization of the OASC districts; (g) to assemble the district officer lists and forward them to the OASC executive director; (h) to create a plan to execute a platform aimed at improving the organization which they will propose for approval by the board at the first board meeting after their election.
Reasoning:
As we have seen over the past two years, when schools run for office based on a platform, rather than a popularity contest, the association can see the tangible benefits. Amendment to Article XI-B, Section 4, Requirements for Nationals Delegates
No student may serve as a delegate to NASC Convention in two succeeding years, with following one exception: Exception: If the student is authorized to serve as a delegate by the terms of Section 1 of this Article, he or she may accept that position. All delegates to the National Convention must be rising seniors.
Reasoning:
For those who have the ability to pay $2500 to attend nationals, it is a good campaigning tool. However, that tool is only available to those who can afford to pay for the trip. Additionally, in the same way Advanced is an opportunity for mature students, Nationals is as well. Students spend all of high school looking forward to Advanced, and this would create the same environment around Nationals. No opportunities would be taken away from kids: we would simply be asking them to wait to seize the opportunity.
