PAINTINGS BEGONE... OR NOT

Why sell them?
The city of Detroit is trying to sell the paintings at the DIA or the Detroit Institute Of Art because they have gone bankrupt. They need money and think that they can sell the DIA museum and artwork. But it is not the right answer.
Why not?
Detroit shouldn't sell the art work because without it there would be no tourists coming to Detroit and paying for food, hotel rooms, and other services and/or other stuff.
Also the total cost of all the paintings is only 2 billion dollars, just a fraction of the debt they have.
