The Board Recognized Apple Core Academy Participants
Forty-four participants gave of their own time to learn Apple programs and apps using iPads to develop lessons that are meaningful for students. These individuals are now coaches for other TVUSD teachers working to develop their iPad skills.

INFORMATION AND REPORTS
Superintendent Ritter provided the Annual Opening of School Report. He reviewed the opening of school data; 2019/20 actions and goals for continuous improvement; reviewed significant accomplishments for the 2018/19 school year; Notable: Our three comprehensive high schools according to US News and World Report are the highest in Riverside County; and, TVUSD remains the highest performing school district in Riverside County. District Complaint Policies and Procedures:
The Board received information and engaged in a discussion regarding district complaint policies and procedures.
Certificated Substitute Teacher Pay Rates:
The Board received information from staff regarding Certificated substitute teacher pay rates. They were last increased by the Governing Board on April 7, 2015. This action brought pay rates back to 2010-2011 levels ($110 per day and $120 for long-term assignments). The District has reviewed Certificated substitute pay rate information from eight (8) comparative school districts. In reviewing this data, it appears that an adjustment may be warranted. This item will be brought back for the Board's approval consideration at a future meeting.
Proposed Changes to Board Policies:
The Board reviewed recommended changes to the following Board Policies:
Board Policy (BP) and Administrative Regulation (AR) 6174 - Education for English Learners
Board Policy (BP) 6162.5 - Student Assessment
Board Policy (BP) and Administrative Regulation (AR) 0460 - Local Control and Accountability Plan
The policies will be brought back for the Board's approval consideration at a future meeting.
ACTION ITEMS
Early childhood education programs are subject to the laws and regulations under the California Code of Regulations, Title 22, Division 12. Title 22 states that substitute teachers and aides must have the same qualifications as the permanent preschool staff. Title 22 sets the minimum standards for safety and quality. The Love to Learn general education preschool exceeds the minimum standards set by Title 22. The Board approved the revised Classified Substitute Salary Schedule.

The Board approved the new job specification of Assistant Director - Compliance/Human Resources Development.
