Yes teenagers who drive with friends are at higher risk, but there is always a risk while driving.
Having the ability to drive with your friends from day 1 or 10 years later should be your decision.

The Freedom You Deserve

The current driving policy in Oregon states:

First Six Months:

You can not drive with a passenger under age 20 who is not a member of your immediate family.
Bill 105 eliminates the six month rule and allows you to drive with non-family members the day you get your license.
