ARCHITECTURAL REVIEW PROCESS
Per our Covenants, every home in Covington Place is subject to the Architectural Review Process for any change to the exterior of the property. ARCHITECTURAL REVIEW APPLICATION PROCESS: The following is the process for submitting for approval the following types of improvements to your property:

- Play equipment (swing sets, trampolines, basketball goals, etc.)
- Landscaping (major landscaping change to the original design; if you are having trees removed you need to submit a request for this also)
- Exterior paint/stain color CHANGE (MUST include actual color chips; see below for additional requirements); if you are repainting using the original color(s), there is no need for an ARA
Note: Covington Place does not allow storage or other buildings of this type on any lot.

2 – Go to “Documents and Reports” in the left column. Under “Select a category” select “Community Documents.” Download the Architecture Review Application (ARA) (Note: it is called Arc Form on this screen) and completely fill it out including as much detail as possible. NOTE: If you do not have a HOA Butler account you should contact Sentry Management for the form.
3 - Fax, email, or mail the ARA as indicated at the top of the form at least 30 days prior to beginning your project.
FAX 770-506-8430
EMAIL AtlantasouthARC@sentrymgt.com
PHONE 770-389-6528
Also, copy pgfuto@gmail.com on your request.
4 - If the ARA is for painting the exterior of your home and you are keeping the original color, you must include 1 full set of paint chips and mail them in.
5 - If the ARA is for changing the color of the exterior of your home, you must include 1 full set of paint chips and paint a 3' by 3' area of the requested color on the side of your home for review by the Architecture Review Board. An example of each color must be painted (i.e. siding, trim, and shutters).
6 - Do not schedule workers or begin your project until you have obtained approval notice.
7 - If you have any questions during the process, call 770-389-6528 or email to AtlantasouthARC@sentrymgt.com.
COMMUNITY-WIDE STANDARDS
Since we are a HOA neighborhood, it's always a good idea to make sure that all residents are aware of our Community-Wide Standards which are required by our Covenants.
The Community Wide Standards are established to maintain a degree of uniformity and congruence within the neighborhood, thus enhancing homeowner property values.
.
Following are the current Covington Place Community Wide Standards which were modified in December 2016. Please carefully read each and every one of the standards as some are new and some have been modified significantly.
.
LANDSCAPING
1. Lawns are mowed and edged regularly to maintain a well-kept appearance.
2. Lawns and beds are maintained free of weeds and fallen leaves. Bare lawns are reseeded or re-sodded as needed to eliminate bare spots.
3. Foundation and island plantings are maintained with adequate mulch cover in earth tone shades to eliminate bare earth and control weeds via adequate depth of cover, typically three inches. Beds and islands are well defined by trimmed edging or earth toned artificial borders of natural brick, natural stone, landscape brick, extruded concrete etc. and are installed only after an application has been submitted to, reviewed and approved by the Modifications Committee.
4. Shrubs and ornamental trees are properly trimmed and are not allowed to overgrow. Ornamental creeping vines are not allowed to overgrow mailboxes, windows, railings and walkways. Sidewalks are kept clear of shrubs and low hanging tree branches.
5. Landscape lighting is placed only after an application has been submitted to, reviewed and approved by the Modifications Committee. Lighting should be limited to illumination of walkways and approved foundation plantings in the front of homes. Preferred finishes to landscape lighting are black, copper, bronze or copper patina such as Verdigris. Stainless and chrome lighting appliances will not be approved. Lining of driveways with lighting will not be allowed.
6. Ornamental seating and statuary visible from the street are only installed after an application has been submitted to, reviewed and approved by the Modifications Committee.
7. All major additions or deletions to landscaping are only installed after an application has been submitted to, reviewed and approved by the Modifications Committee.
.
HOUSEKEEPING
1. Garbage cans are stored out of view and set out neatly prior to pick-up, preferably no earlier than the evening before pickup. Trash cans and recycle bins are put away within 24 hours of pickup and stored out of view.
2. A Covington city ordinance dictates that yard debris and trimmings are set out within 10 feet of the curb and do not obstruct the side walk , curb or street as close to collection date as is practical. In no case is lawn debris to be deposited on common area property or any property other than that of the homeowner.
3. Trailers, boats, and recreational vehicles are to be stored in garages and kept out of view. Recreational vehicles that are being provisioned or unloaded may be parked in the street or driveway overnight with the appropriate parking pass displayed in the tow vehicle or RV dash. Every attempt should be made to limit the RV parking to overnight and in no event shall it exceed 48 hours.
4. No abandoned, inoperable or unrepaired wrecked vehicles may be left in view anywhere on property. Any repairs to vehicles done on site must be accomplished out of view of any street.
5. All automobiles and trucks must be parked on the driveway and never in the lawn. Care should be taken not to block sidewalk passage whenever possible.
6. Faded and failing painted surfaces of home are repaired and repainted in a workmanlike manner. If changing colors, an application must be submitted to, reviewed and approved by the Modifications Committee. Exterior addition or modification projects are started only after an application has been submitted to, reviewed and approved by the Modifications Committee. Preferred color palettes are earth tones or neutrals. Pastels and harsh primary colors are discouraged. When three tab shingle roofs are replaced, architectural shingles are preferred. When architectural shingle roofs are replaced, architectural shingles are required. Only colors which represent or simulate natural wood shingle or stone will be approved. No metal roofs will be allowed, except as an accent where already in place or as may be considered consistent with overall home design. No blue, red, green or white shingles or reflective roofing will be allowed. An application for changes in roof color or product, as well as painting or staining of concrete driveways or walkways visible from the street, must be submitted to, reviewed and approved by the Modifications Committee.
7. Garden and lawn equipment such as hoses, mowers, garden tools, firewood etc. is properly stored out of view of the street so as not to create a nuisance.
8. During construction and landscape renovation processes, incidental debris shall be collected in dumpster receptacles if necessary and removed from the property as soon as practical. For this purpose, debris shall include, but not be limited to, wood, concrete, siding, roofing materials, and excess dirt that will not be redistributed about the home or any other trash incidental to the construction, remodeling or maintenance process.

RULES & REGULATIONS REGARDING DRIVING GOLF CARTS ON CITY STREETS FROM THE CITY OF COVINGTON
With so many CP residents driving golf carts around the City, it's time for a refresher course on golf cart rules and regulations within the city limits of Covington. These rules are covered under City Ordinance 10.18 MOTORIZED CARTS:
.
Golf carts operated on the streets of Covington must be registered with the Covington
Police Department; applications can be obtained from the Covington Police Department website
.
Golf carts are permitted on and around the city square
.
All traffic laws apply, including DUI and reckless driving
.
No one can drive a golf cart unless they possess a valid driver's license or instructional permit (those possessing an instructional permit must have an adult present just as required for driving a vehicle). Children without either of these documents are not allowed to drive a golf cart on the streets under any circumstance.
.
PARENTS - We have had a serious accident in our neighborhood in the recent past which involved underage children driving a golf cart. PLEASE do not allow your children to drive without a valid Driver's License under any circumstances. This includes allowing children to sit in your lap behind the driver's seat and steer the cart. This also includes driving the cart to the pool at any time.
.

.

POOL SEASON DATES/TIMES
The gate locks promptly at 10:00pm and your Key Card will NOT open the gate after this time. Please be sure to be out of the gate before 10:00pm. After hours use of the pool is considered trespassing and will be dealt with accordingly.
Every resident should receive a letter from Sentry Management containing the Pool Rules which are enforceable by every resident who uses the pool. Please take the time to read the rules and explain them to your children and guests as you are held responsible for them being followed.
HOW DO I GET A POOL/TENNIS COURT KEY CARD?
New HOA Members can request a keycard for pool and tennis access by visiting our website www.hoabutler.com. Log into your account using your ID & Password, select "eform" tab at the top, then "Amenity Area Registration" from the drop down menu. Fill in all of the requested information and “Submit.” Please allow 7-10 days for processing of the new keycard. If you have not registered with HOA Butler, select "Register". You will receive a password via email. With your email address as your login ID and your password, you will have complete access to your account information and forms. You may also email atlantasouth.services@sentrymgt.com or call 770-389-6528 for the form or to check the status of your keycard.
POOL RULES & REGULATIONS
Since Pool Season is always a busy time, it's the appropriate time to remind all residents of the POOL RULES.
.
The pool is "self-policed" by all residents who use the pool so if you see someone breaking the rules please go over to them and let them know that they need to correct their action immediately. If you don't feel comfortable doing that, then make note of their arrival or departure time from the gate and then report it to Sentry Management (you will be kept anonymous). They can use the gate stamp to determine who entered or departed from the pool at all times. You can also report the behavior to a Board Member and they can have the security video reviewed to determine who the person was that was not following the rules. The bottom line is that we all want to keep our pool in great condition for all residents to enjoy and therefore we must all follow the same rules of behavior.

SURVEILLANCE CAMERAS IN COMMON AREAS AT POOL
Covington Place Homeowners Association
Surveillance Camera Security Policy
Adopted by Board of Directors (4-24-17
.
The Covington Place Homeowners Association (the “Association”) has installed surveillance cameras (the “Cameras”) at the pool area and clubhouse. In order to ensure that video surveillance is not abused or misused, the Board of Directors agreed that a policy should be enacted to govern the use of and access to such video surveillance. The following is the Association’s official policy concerning the Cameras.
.
The Association has installed the Cameras in the hope that the video surveillance will provide not only a deterrent to inappropriate behavior but can be used as a means of identification in the event of damage or criminal activity at the pool area or clubhouse. The Cameras are surveillance cameras only and are not to be confused with security cameras as the Cameras will not be regularly monitored. This policy applies to all Cameras installed within Covington Place by the Association which are permanently installed and is exclusive of personal surveillance equipment installed by residents.
.
The Association will use digital video recorders to collect and retain real-time video for a minimum of three (3) weeks or such other period of time as can be accommodated by the capacity of the internal storage device linked to the Cameras. The Cameras have been placed in visible locations at the clubhouse and pool area which present the best surveillance options with respect to desired coverage, recognition of member’s privacy rights, specific surveillance targets and lighting conditions. Cameras are positioned so as not to willfully intrude on a member’s property or privacy.
.
Access to video surveillance and surveillance records shall be secured by and restricted to the Board of Directors. At such time as a new Director is elected or an existing Director leaves office, the password to the Camera system shall be changed. Requests for video surveillance footage shall be directed to the Board of Directors. Release of pertinent footage to homeowners shall only be allowed in response to an event which has occurred including, but not limited to, vandalism, property damage, litigation evidence, criminal activity, insurance investigation and suspicious activity. If access to video surveillance is requested for the purpose of law enforcement investigation due to criminal activity or potential criminal activity, pertinent footage related to the investigation shall be provided to the law enforcement officials only.
.
Active video records shall be stored in secured enclosures with limited access. The duration of historical data available is limited to the specific drive capacity. Video records captured outside of the three (3) week storage capacity of the device drive will not be archived or stored unless a compelling reason is presented to the Board before such records are automatically overwritten by the device drive. A compelling reason would include investigative or legal purposes. A majority Board consent will be required before any footage is released, archived or stored.
.
The Association has no desire or intention to retain video recordings except as required for investigations or evidence. In normal operating conditions, video surveillance footage will automatically be erased or overwritten by the recording device when capacity of the device has been exhausted. Specific records relating to evidence or investigations which need to be retained, may be copied onto portable media and stored for as long as required based on the investigation type. Records requiring long-term retention may be turned over to the Association’s legal counsel for storage and security.
.
This policy may be amended from time to time and at any time by a majority vote of the Board of Directors.
TENNIS COURT ETIQUETTE
The following rules of etiquette are mostly common courtesy, and should be followed whether you’re playing tennis at the Covington Place courts or at public courts. Most of us know the right thing to do, we just need a gentle reminder every now and then.
Guests MUST be accompanied by a resident at all times. Limit of 4 guests applies to the tennis courts. No team play or league play is allowed on our courts.
Show respect and courtesy - To your opponent(s), your partner, and others on or near the courts. Keep your voice down and confined to your court as much as possible so as not to disrupt players on the adjacent court. If you get into a loud dispute with your opponent, take it off the court and away from other players. There is a limit of 8 players on the two courts at any time. All spectators and children must stay outside the fence in the designated play area. Please find a private, quiet place to use your cell phones off the courts.
Use the tennis courts for tennis - A great deal of money goes into maintaining tennis courts, and it is not for BMX racing with bicycles or roller hockey and rollerblading. These other activities can damage the court surface, leaving it unplayable for tennis players, and can result in a large expenditure for repairs. Under no circumstances are the nets to be sat upon, leaned on, or hit with any object. Young children or guests not playing tennis should remain outside the fence as the tennis courts are not a play area for children or guests standing around. Strollers, bikes, scooters, toys, etc. are never allowed inside the gates.
Attire - Please wear appropriate attire on court. Shirts must be worn and non-marking shoes only.
Close the gate behind you - Whether you’re coming onto the courts, or leaving, it is common courtesy to close the gate behind you. This will keep the tennis balls inside the confines of the gate and they won’t roll outside. Most importantly, the gates are connected to the same key card system as the pool and this system can be severely damaged if the gates are left open for longer than entering or departing.
NOTE: If you find the gates not locking, please report it to Sentry Management immediately.
Pick up after yourself - Don’t leave empty soda cans, old tennis balls, pop-tops from tennis ball cans, or empty tennis ball cans inside the fence when you leave. Dispose of any garbage you have in trash containers on or near the court – if there aren’t any, take it with you. Our courts should be left clean at all times.
Monitor children on the courts at all times - Everyone who plays tennis wants to encourage kids to play the game as well, but the kids must also follow these rules. Since kids can tend to get distracted, it’s up to the adults with them to assist as they play the game. Stray balls, running around and yelling are actions that need to be managed.
Have fun! - The entire objective of playing tennis, aside from being good aerobic exercise, is to have fun. You can follow these rules of etiquette and still have a good time on the courts - the players on the adjacent court will appreciate it.
DISPOSAL OF YARD WASTE - CITY GUIDELINES
If you have any questions, call the numbers provided on the flyer.
SIGNS IN YOUR YARD - LIMIT 1
We also want to remind residents that business signs are not allowed to be displayed in your yards at any time. If you are having work done on your home and the vendor wishes to display a sign, please advise them that our covenants do not allow such.
.
SIGN REMOVAL:
Speaking of signs, if you place a sign of any type up on one of the ornamental black street or stop signs within our neighborhood, please go back and take it down after your event or notice is over. Example - "Lost/Found Pet" - please remove them after the pet has been found. Please be sure to remove the sign, any tape used, and any plastic zips used.
NEIGHBORHOOD FACEBOOK PAGE
.
Everyone understands that there are topics from time to time about which people feel strongly. However, the Covington Place Facebook page was designed as a means of communicating information about, and with, our neighborhood. It was not designed as a social media page to air or discuss political, religious or other personal convictions. Any posting in violation of the purpose for which the page was designed will be deleted. Everyone is strongly encouraged to not respond to any such postings; instead, please send a personal message advising of the posting to Bob Weir, Pat Showalter, Perri Futo, or Ross Potts and the posting will be deleted immediately.
.
We appreciate everyone’s adherence to this long established policy.
Bob Weir

NEIGHBORHOOD-WIDE YARD SALES TWICE A YEAR
.
There are also rules from the City of Covington that must be adhered to in order to post signage for our yard sale. Prior to each Yard Sale, the volunteer sponsor will be responsible for calling the City and insuring that we abide by all rules.
Any resident who wishes to participate needs to place a balloon or group of balloons on your mailbox on the day of the event to indicate that you are participating to potential buyers.
The hours run from 8:00am to 4:00pm.

Residents are also permitted to host their own Yard Sales at any time during the year. The only requirements are:
