What is it?
It was established during the New Deal during the Great depression in hopes that it would bring more jobs for those who needed them. The jobs, however, were just temporary from 1933-1934. Franklin D Roosevelt put Harry L Hopkins in charge of it. It mainly created construction jobs, it ended on March 31, 1934. They were spending $200 million a month and gave 4 million people jobs.
