Recognition of Outgoing Board Members
Dr. Andrews and the Governing Board recognized outgoing Board members Mr. Doron Aronson and Mrs. Janet Borrison for their ongoing commitment to the students, staff and Cambrian School District. Both of these outstanding board members made a true difference in our school district. Being a member of a school district’s board of trustees is a huge commitment. Dr. Andrews and the Governing Board gave a gracious THANK YOU to Mr. Aronson and Mrs. Borrison for their wisdom, kindness and continual commitment to the students, staff and families of Cambrian School District.
As such, we will be welcoming two new board members in December: Mr. Donald Rocha and Mrs. Janet Gillis.
Facilities and Operations Update
Ms. Penny Timboe, Chief Financial Officer, updated the Board of Trustees on the District's facilities, operations, and the next steps to support students returning safely to our campuses' for in-person instruction. This includes implementing the recommendations from the Santa Clara County Public Health Department (SCCPHD) and the CDC regarding appropriate ventilation and air filtration in our buildings and classrooms.
Ms. Timboe updated the Board on the steps we have taken to date and the items we are still working through. Two of the most important recommendations from all experts regarding ventilation and air filtration involves maximizing air circulation and optimizing air filtration. Cambrian has already taken steps to address both these issues. In regards to air circulation, we have adjusted our dampers to open to 100% capacity and have set the system fan blowers to run continuously from 6 a.m.- 6 p.m., Monday through Friday. This will ensure that we are achieving the required 15 cfm per person of outside air exchange to maximize air circulation.
To optimize air filtration we are in the process of replacing filters district-wide with the recommended higher MERV13 rated filter.
These two items together assure that we can achieve the recommended ventilation and filtration guidelines. As a secondary monitoring measure, we will be installing CO2 sensors in every classroom and workspace to ensure that our mechanical systems are maintaining the appropriate levels of outdoor airflow and exchange levels at all times. Moving forward we are continuing with our HVAC assessment with Cold Craft as well as subsequently performing an air balancing study to ensure that we are meeting the air exchange levels.
We will continue to update the Board and the Community as we move through the process. As room evaluations are completed we will be posting a checklist on each classroom door to assure staff and families that the classroom assessments are complete and are meeting the standards. TECHNOLOGY PLAN: CSD Technology Update
Mr. Matt Hill, Director of Educational Technology, and Mr. Mujtaba Rauf, Director of Informational Technology, updated the Board of Trustees on technology and recommendations for 2020-21 based on the Cambrian School District Technology Plan. This presentation included an update regarding educational technology for distance learning as well as recommendations for classroom technology, student devices, and district technology infrastructure. MEASURE I: Citizen Oversight Committee Update
The Measure I Sartorette Library Project was completed in September, which closes out the remaining Measure I bond funds. The total cost of the project was $207,000 ($119,124 from Measure I funds and the remaining balance of $87,876 with District Building Funds) The library is a beautiful addition to the Sartorette campus and will be enjoyed for many years to come. With the expenditure of the remaining bond funds, Measure I close out can be completed. With that, the Citizens’ Oversight Committee reconvened to review the last two years of expenditures and audits to finalize the Measure I Bond and provide their final report to the Board.
As required by the statutes and bylaws of the Measure I Bond Election, the Citizens’ Oversight Committee provides an annual written report to the Board of Trustees of the Cambrian School District during a public session. Mrs. Liz Warren, Oversight Committee Vice Chair reported out the final report to the Governing Board on behalf of the Oversight Committee. This final Measure I annual report includes: (a) A statement indicating whether the District is in compliance with the requirements of Article XIIIA, Section l(b)(3) of the California Constitution; and (b) A summary of the Committee's proceedings and activities for the preceding year.
The District has been found to be in compliance with the requirements of Article XIIIA, Section 1(b)(3) of the California Constitution and that funds are being used for the purposes specified in the ballot language. Cambrian District Teachers' Association Sunshine Statement for Negotiations with the Cambrian School District
Cambrian District Teachers Association informed the Governing Board of Trustees of its desire to modify and/ or amend: Article 9 - Staffing Ratio and Class Size, Article 6 - Benefits and Added Compensation.

Establishment of Date for Annual Board Organizational Meeting
The Board of Trustees voted to designate December 17, 2020, as the Board's annual organizational meeting. The governing board of each school district shall establish and hold an annual organizational meeting. The purpose of an annual meeting is to:
1 - Elect Board Officers: president, vice president, and clerk

Call for Nominations for CA School Board Association (CSBA) Delegate Assembly
The Governing Board of Trustees voted to nominate a delegate to the California School Board Association's Delegate Assembly. The Delegate Assembly is a vital link in the association's governance structure and sets the general policy direction for the association.
Delegates ensure that the association promotes the interests of school districts and county offices of education throughout the state.
